Chengdu is another national center city following Beijing,Tianjin,Shanghai,Guangzhou,and Chongqing,Chengdu is the protagonist of the coordinated development plan in the Chengdu-Chongqing Agglomeration and the node city of the National Belt and Road Strategy.Now,Chengdu faces an unprecedented opportunity for development.But at the same time,it also faces enormous challenges,and the transportation system bears the brunt.With the continuous development of Chengdu in terms of social economy and city scale,the problem of traffic congestion will be increasingly aggravated and urgently needed to be solved.As a traffic demand management measure that uses economic leverage to control travel demand,the congestion charging policy has been successfully implemented in some cities abroad and has achieved good policy results.This paper takes Chengdu as the research background to study the regulation of crowded charging policy on commuting travel behavior.The article first summarizes the research status of the congestion charging theory and discrete selection experiments at home and abroad,and draws on the successful cases of congestion pricing policies in foreign cities,and analyzes the feasibility of implementing congestion pricing policies in big cities of China.Then,on the basis of summarizing the existing questionnaire survey techniques and experimental design methods,it is determined that this paper uses the SP survey method and the efficiency trial design method as the data collection means of this paper.Combined with the panel mixed logit model,considering the advantages of respondents' preference heterogeneity and the choice of scenario correlations.The paper proposes an efficiency trial design method for panel-mixed logit models,and derive a progressive mixed covariance matrix for the panel mixed logit model for subsequent investigation.The questionnaire laid the foundation.Then use Ngene software to generate a survey questionnaire and collect data on the departure time and travel mode selection under the influence of congestion charging policies through online survey.Next,three model structures of panel mixed logit model,cross-section mixed logit model and multiple logit models were established.The parameters of the three models were estimated based on the same data set.The parameter estimation results show that the congestion charging policy has an impact on the sharing rate of travel modes.The congestion charging rate will have a significant impact on the choice of departure time and mode of travel for commuters.The goodness of fit of the panel mixed logit model is the best,which verifies the characteristics of the model and the advantages of the efficiency test design.Finally,based on the results of the study,provideing some advices on implementing a congestion pricing policy for Chengdu.
