Study On Life Cycle Risk Assessment And Sharing Of Water Eco-PPP Project

In recent years,with the rapid development of urban modernization,environmental issues have become increasingly prominent.The government's efforts to improve the water eco-environment have increased the burden of local finance.The model is a government and social capital cooperation model,not only to improve infrastructure capacity and quality of service,but also to bring relatively stable social capital gains.Nowadays,the PPP project in our country is increasing day by day.However,due to the late development of China's PPP model,many theories are drawn on foreign experience,and coupled with today's fast-drying on the national conditions,lacking of integration with their own national conditions.Therefore,it is necessary and urgent to carry out risk analysis and risk-sharing research on the whole life cycle of PPP projects.The risks of PPP projects are complex and diverse.In addition to the common risks of traditional projects,due to the special nature of the PPP contract and the characteristics of different projects,PPP project has the special risks.Therefore,therisk analysis is more complex than the traditional project.In this paper,from the perspective of the whole life cycle,the urban water ecological PPP project is divided into four stages: risk of preparation period,risk of implementation,risk of the franchise period,risk of handover.On the basis of reading a large number of PPP failure cases at home and abroad,we discussed and negotiated preliminary risk with experts to pick out the risk indicators.Then,according to the factor analysis method,the public factors are selected to establish the index system.We use the fuzzy method and the factor analysis method to combine with each other to evaluate the entire life cycle PPP project risk.At last,the water ecological PPP project is risk-shared by game theory.This paper provides reference for the government and social capital parties involved in the PPP project.The purpose of this paper is to provide new methods and ideas for the whole life cycle risk assessment and is share of urban ecological PPP projects,which has practical significance and provides reference for future research.
