With the rapid economic development of villages and towns in China,as well as more attention is paid to the construction of villages and towns,the water supply project in rural areas has become an important livelihood project in the country.Many villages and towns have built or are building water supply projects.In this thesis,we study the design of village water supply and the operation and management in the late stages based on the water supply project of Hanbin District in Ankang City,Shaanxi Province.This paper is on the basis of the joint water supply project of three towns(Jianmin town,Shizhuan town and Hongshan town)in Hanbin district of Ankang City.We provide a joint water supply project design in conjunction with the existing information and sources about Hanbin district.The project design mainly includes: water consumption forecast,water source selection,as well as the final confirmation of overall project design,Waterworks(water purification plant&water distribution plant)location and relative technics.With the booming development of economy in Hanbin,urban scales are expanded to varying degrees,equipped with the basically completed infrastructure.However,the safety of drinking water has become more prominent,due to the rapid economic growth and population aggregation.According to the status quo of water supply project in Hanbin district of Ankang City,there are three main problems: water supply and demand imbalance,the risks of water quality safety and the improper water supply operation and management mechanism.The analysis reveals several main factors that cause the imbalance of water demand and supply.They are concluded as follows: the rapid development of villages and towns,the expansion of urban scales,the increase of population growth rate,the underestimation of the maximum daily water-use quota,the increase of public and industrial water consumption,the increase of new livestock and poultry feeding water consumption,the leakage of pipeline network and the unforeseen increase in water yields,etc.Aming at these issues,and along with summing up the domestic and foreign literature,this thesis explores the optimized strategies of water consumption forecast,and proposes a new water consumption forecasting model.The water quality safety risks in water supply project are mainly caused by the following factors: the increase of water plant scales,the lack of protection for water sources,the inadequate water purification facilities and water distribution,etc.Given these factors,the optimization strategies are put forward as follows: First of all,strengthen the water source protection and establish the water quality monitoring information system.Then,for the long-term increase in water consumption,optimize and increase the water purification units correspondingly.Finally,as to the water transmission and distribution system,design rational water pipelines and water distribution network;establish the leakage model,the water quality monitoring and early warning system of the village water supply and distribution of pipe network in towns as soon as possible.The leading problems of operation and management mechanism can be summarized from different aspects: The ownership of property rights is not clear,which results in the confusion of responsibility when the project is completed and the high cost of water price.The managerial staff provide poor technical service,so that households' access to water cannot be guaranteed.In addition,the number of technicians is far from enough to guaranteed the safety of water supply.Considering these problems,this paper puts forward a set of feasible and effective operation and management mode by reviewing domestic and foreign literature,so as to actively respond to national policies.This study provides the solutions for the follow-up optimization and design of the village water supply project in the Hanbin district of Ankang City.At the same time,the project design in this thesis can serve as the reference for the design of the water supply project in other villages and towns in China,and The research results provide the design and optimization of the water supply project in villages and towns,provides a reference design for domestic and mountain rural water supply engineering.
