With the rapid development of highway construction in our country,more emphasis put on the issue of "Agriculture,Rural Areas and Farmers".The construction and management of "green passage" of expressway agricultural products highway transportation has also become one of the important work of highway operation and management unit.However,during the implementation and execute of this policy,some drivers who do not meet the transportation policy of "Green Passage" tend to use the means of "intentionally mixed","inverted card" and bribery inspectors in order to make use of the state's preferential agricultural policies for personal enrichment.However,as for the managers of highway,it's important for them to effectively implement the state policy,scientifically manage the "green passage",crack down on counterfeiting and "stop the leakage and increase revenue".This paper first briefly introduces the policy background and the status quo of the "green passage" of the expressway at home and abroad,and analyzes the existing problems in the policy implementation.Then analyze and study the characteristics of steal fee,escape fee,missed fee and recovery fee of expressways.Combined with the current "green channel" information management methods clearly pointed out existing problems and solutions by classification of vehicles for toll collection and analyse the regional distribution of evasion of tolls.The article mainly elaborates the highway "green channel" information management system to innovatively integrate the concepts of "internet +" and "big data".According to the current "green channel" management of expressway,real-time data information collection;the use of industrial-grade network equipment to complete wireless network transmission within the station;using VPN to achieve virtual communication link remote transmission;server-side data on the statistics,analysis and comprehensive utilization.To achieve a high reliability,practicality,good economic information management model.Combined with the test example,the green channel's information management system of expressway realizes the expected function according to the pre-design scheme,solves the part of heavy work of the original charge management mode,saves the use of consumables,improves the working efficiency and realizes good effect.The system data can provide data statistics reports for government departments,expressways and other units to facilitate the formulation of relevant policies and management strategies.In addition,through the data mining,analysis and other means,investigate and deal with suspected vehicles,to achieve "stop the leakage and increase revenue" of highway.Finally,this paper summarizes the research on expressway green channel's information management system,and makes a prospect for the later development.According to the comprehensive description,in the process of designing and implementing the green channel's information management system of expressway,the problems of "green channel" management are effectively improved and solved by means of information technology innovation,which has high promotion value.
