Research On The Construction Of Civil UAV Management And Control System In Chengdu

As a new industry,UAV has developed rapidly in recent years.Low cost,small size,integrated,intelligent and other characteristics make it more and more used in aerial photography,mapping,plant protection,logistics and other fields,but also more and more frequently appeared in the people's field of vision.But at the same time with a large amount of scientific and technological dividends,the use of civilian UAV,"unmanned tube,free flight",also brings serious security risks to the low space airspace in China,endangering the safety of aviation safety and the personal and property of the ground residents.Unmanned aerial vehicle(UAV)is a kind of special aircraft.Compared with manned aircraft,the management of civil UAV in our country started relatively late.It's an important problem that how to strengthen management,combat illegal flight and ensure safety,making it play a better role in our country's economic development and social progress.In this paper,we firstly through theoretical research,systematically expounds the related concepts of the civil UAV management and control system,as well as the related theories of management and control system construction,which including the principle of system,the principle of prevention,objective management theory and organization structure theory.Then,through investigating and analyzing the present situation of the construction of the control system of civilian UAV,we point out the open questions and reasons in the construction of Chengdu civilian UAV control system.Then,using the experience of foreign UAV management and control for reference,we further study the construction of civil UAV management and control system from four aspects,including the principles of supervision,management framework,enacting laws and regulations,and means of control.Finally,taking civil UAV management and control system of Chengdu City for research objects,put forward the method of how to construct safety control system of Chengdu City's civil UAV,to promote the healthy development of the UAV industry and avoid the occurrence of safety accidents to the greatest extent.
