Into twenty-first Century, China's agriculture has entered a new stage, traditional agriculture has been unable to meet the needs of the world trade for agricultural products, the country vigorously develops the modern agriculture, and agricultural standardization is one of the important symbols of modern agriculture. In recent years, with the development of agricultural standardization policy, China's agriculture has made great progress, continuous increase in grain output. Because increased food production requires more adequate irrigation water resources, and China is a country with severe water shortage, faced with severe water shortage problem. In order to solve this problem, the state has issued a series of standards and norms, to guide water saving irrigation, promoting the standardization construction of water saving irrigation project. "Technical specification for water saving irrigation engineering" GB/T50363-2006 clear point "Water saving irrigation project construction must be adapted to local conditions, to ensure quality, strengthen management, is conducive to the realization of the optimal allocation of water resources".Shandong province is a province with serious water shortage, currently available water resources are less and the potential for development is small, urgent need to develop water-saving irrigation. In order to meet the requirements of construction of water saving irrigation works according to local conditions, first of all, to carry out a reasonable water saving irrigation district in Shandong province, then according to the characteristics of each partition, making reasonable measures for water saving irrigation, building reasonable water saving irrigation project.In this study, first of all, the basic situation of Shandong province were investigated and analyzed, regard the 17 cities in Shandong province as the basic unit of the district, selected 13 partition indexes such as water shortage degree and dryness degree, collected data of the last 7 years in Shandong province, analysis and processing index data with Data Processing System, using principal component analysis and system clustering method, divided Shandong province into 5 water-saving irrigation districts, respectively as Yellow River flood plain area, Hilly region of Jiaodong, Hilly area of Central and Eastern Shandong, Southwest of Shandong province mountain area, Southeast of Shandong province mountain area. And combined with the characteristics of each district, the suitable water saving irrigation mode was discussed, in the hope of providing basis for water saving irrigation planning in Shandong province, to realize the optimal allocation of water resources. The main research contents are as follows:(1) To determine the reasonable partition of the basic unit. Through comparative analysis, combined with the actual situation in Shandong province, on the principle of not breaking the administrative boundaries, select the 17 cities in Shandong province as the basic unit of the district.(2) To establish a scientific index system of water saving irrigation district and collect the required data. On the basis of a large amount of reading related literature and on-the-spot investigation, selected 7 modules of a total of 13 water-saving irrigation district indicators, these 7 modules are landform shape, climate characteristics, water shortage degree, type of irrigation area, current situation of water use, agricultural structure and economic indicator. Through access to relevant books, online access to information and field research, etc., to collect data.(3) Select a reasonable partition method. After a comprehensive understanding and in-depth study of the partitioning method, selected a comprehensive regionalization method suitable for this water saving irrigation district, that is the integrated partition method combines principal component analysis with system clustering method, using Data Processing System, carry on water saving irrigation district in Shandong province.(4) To carry out water saving irrigation district. By analyzing and calculating, the Shandong province is divided into five zones, Yellow River flood plain area: Ji'nan, Liaocheng, Heze, Dezhou, Binzhou, Dongying; Hilly region of Jiaodong: Qingdao, Weifang, Weihai; Hilly area of Central and Eastern Shandong: Zibo, Yantai, Laiwu; Southwest of Shandong province mountain area: Zaozhuang, Tai'an, Jining; Southeast of Shandong province mountain area: Rizhao, Linyi. The result of zoning is reasonable, which is consistent with the actual situation of Shandong province.(5) To formulate reasonable water-saving irrigation measures for each district. Based on in-depth analysis of the characteristics of natural, geographical, economic and other aspects, scientific and reasonable water saving irrigation measures were formulated for each district. It provides scientific basis for water-saving irrigation planning in Shandong province.This subject is supported by the Shandong provincial water conservancy scientific research and technology extension project(SDSLKY201401). Based on the theoretical system of agricultural standardization, in order to facilitate the construction of water-saving irrigation projects as the goal, using advanced mathematical statistics method to divide Shandong province into 5 water saving zones, and set up reasonable water-saving irrigation measures for each district, it provides scientific basis for water-saving irrigation planning in Shandong province.
