Have to be evaluated after the project of comprehensive analysis, sum up experience, find out the key problems restricting the sustainable development of irrigation, study countermeasures. In order to understand the irrigation area of Huangshui River Basin in Qinghai province with the implementation of construction and water-saving transformation project of the overall situation, this pa-per carried out a comprehensive evaluation of this project, through evaluation and anal-ysis, find out the existing Huangshui River basin irrigation area, and puts forward cor-responding countermeasures, to provide decision-making basis for similar projects in the future.Based on field investigation and data collection, according to the Huangshui River rebuilding and water-saving project characteristics, from the project construction pro-cess, management and reform, benefit 5 aspects, social impact and sustainability goals and launched the evaluation work, and 13 level two indexes and 23 level three the index of quantitative or qualitative analysis decomposition evaluation of these 5 aspects, reaches the conclusion. Through the analysis of various indicators, combined with the project of the self evaluation report, the main content of the project research results and approval document control, analysis and evaluation of comparing the actual effect achieved with the completion of the project, find out the reasons for the gap and sum-mary experience, put forward the corresponding countermeasures.Huangshui River Valley Irrigation District corollary and water-saving reconstruc-tion project implementation, has greatly improved the level of agricultural production in irrigated area, the irrigation condition, the efficient use of irrigation water rate has been further improved and agriculture to withstand natural disasters further enhanced, eco-nomic crop gradually increase the proportion of, the steady growth of income of the farmers, greatly promotes the local economic development, played a positive role in the social stability of minority nationality regions of Qinghai Province.But the transformation of Huangshui River basin irrigation planning sub irrigation area of 27, planning a total investment of 389 million 200 thousand yuan, but by the completion of the investment is only 210 million 870 thousand yuan, including 35 mil-lion 220 thousand yuan because of the urgent need to transform severely damaged, there are special reasons for the construction of resettlement task and project planning, plan-ning for the actual investment in only 175 million 650 thousand yuan, investment ac-counted for only 45.1% of the total planned investment, only the transformation of the 10 sub irrigation area, accounted for only 37.1% of the total planning of irrigation area, there are 17 sub irrigation without any modification, and the irrigation planning for the 2000 compilation, according to now have been more than a decade long period, labor and raw materials prices are rising sharply.
