In the Huai River Basin, the temporal and spatial distribution of water resources is extremely unsymmetrical, and water pollution problem is very serious. This region is one of the areas with water shortage problem, especially in the low flow years, this problem becomes more serious. The irrigation water demand accounts for over 60 percent of the total water demand in the Huai River Basin. With the increase of effective irrigation area in the future, in order to avoid the increase of agricultural water demand, to ensure the efficient use of water resources, and to mitigate the contradiction between water demand and water supply, agricultural water saving should be implemented. Water saving technology and measures are the cores of agricultural water saving. Therefore, carrying out the research on agricultural water saving technology and measures in the Huai River Basin is of theoretical and practical significance.This research was based on the Comprehensive Water Resources Plan for the Huai River Basin and the ShanDong Peninsula, and relevant results of the water-saving society construction in the Eleventh Five-Year Plan. By investigating and analyzing the current situation of the agricultural water demand and water saving in the Huai River Basin, this research calculated the agricultural water saving potential and water saving volume in different level years; summarized several water saving irrigation technologies applied both at home and abroad, and conducted the feasibility analysis for the application of these technologies in the Huai River Basin. This research also put forward some effective agricultural water saving measures (including major structural and non-structural measures) , the construction of water saving institution and safeguard mechanism. Finally, environmental impact assessment for the agricultural water saving technologies was conducted. The results of this research can be used as a reference for water resources management in the Huai River Basin and the construction of the water-saving society.
