Research On Our Country's Policy Of Forest Ecological Benefit Compensation And Its Influence

Since the reform and opening-up,with the rapid development of economy,the ecological environment has been seriously damaged,and the development of the national economy has begun to be constrained.Facing the current trends of the vicious cycle and development of ecology and economy,how to improve the ecological environment by the means of the financial policies of the government and ultimately achieve the mutual development of ecology and economy has been scheduled by the governments around the world and has been paid attention to by people all around the world.Forestry is public articles with externality,and its positive externality can make its marginal social revenue(MSR)greater than the marginal personal revenue(MPR)and make its marginal social cost(MSC)less than the marginal personal cost(MPC),resulting in the reduction of the forest owners'enthusiasm of producing and protecting trees.It's not conductive to the development of forestry ecology.Based on this theoretical basis,the national finance should give broader and stronger support for the development of forestry.As one of the important means of national financial subsidies,forest ecological benefits compensation policy can effectively protect the ecological environment of forestry,maintain the ecological balance of forestry,and ultimately achieve the orderly development of forestry ecology and forestry economy.Since the founding of new China,the forest ecological benefits compensation policy has been improved continuously with the development of China's forestry industry.Although,the degree of its force remains to be discussed,the policy indeed curbed the further deterioration of forestry ecology and promoted the ecological development of China's forestry.Based on the research results of scholars at home and abroad,this paper makes a statistical analysis on the scale of fund and the structure of fund source of China's forest ecological benefit compensation on the basis of combing the historical development of forest ecological benefit compensation policy in different periods in China,and uses the data graphs and cases to analyze the effect of policy implementation.And then through the empirical analysis,the paper further clarifies the impact of forest ecological benefits compensation on the forestry ecological development.And then,based on the previous policy analysis and quantitative analysis,the paper puts forward the existing problems of forest ecological benefits compensation policy.Ultimately,based on the above issues,the paper proposes policy suggestions on improving the forest ecological benefits compensation policy.The paper consists of seven chapters.The first chapter is the introduction.It mainly elaborates the research background,research purpose and research significance,domestic and foreign literature review,research content,research methods,ideas and technical route,which presents the reader clear textual context and makes the reader roughly understand the theoretical research on forest ecological benefits compensation all all times and in all places.The second chapter defines the relevant concepts of forest ecological benefits compensation policy,and elaborates the relevant theoretical basis of implementing the forest ecological benefits compensation policy,so that the reader can understand what forest ecological benefits compensation policy is and its theoretical basis.The third chapter combines data charts and analyzes the historical development process and the current implementation situation of China's forest ecological benefits compensation policy.Besides,through the statistical description of the forestry ecological development and relevant cases,this chapter analyzes the effect of the policy implementation and conclude the problems of our country's policy of Forest Ecological Benefit Compensation.On the basis of the third chapter,the fourth chapter further clarifies the impact of forest ecological benefits compensation policy on the forestry ecological development:the author uses the forest ecological benefits compensation as an explanatory variable,and uses living wood growing stock and non-commercial forest afforestation area as explained variables that represent the development situation of forestry ecology.The author chooses panel data of 31 provinces(autonomous regions and municipalities)from 2008 to 2014 panel data to build a measurement model and conduct regression analysis.The author analyzes the impact of forest ecological benefits compensation policy on forestry ecological development and the degree of influence.Ultimately,the author draws the conclusion that to a certain extent,forest ecological benefits compensation policy has a impact on the development of forestry ecology,but the policy's investment is not enough,we need increase the amount of compensation.On the basis of the policy analysis of the third chapter and the quantitative analysis of the fourth chapter,the fifth chapter summarizes the existing problems of the forest ecological benefits compensation policy.The sixth chapter proposes relevant policy suggestions according to the problems summarized in the fifth chapter.The seventh chapter is the conclusion and prospect.
