Water is the Source of Life,the survival of the situation,the shortage of water resources worldwide has attracted great attention of the governments and people of all countries,water is a natural resource,is the survival of the human society,the material basis of economic development,it is a basic element of the natural environment to maintain the normal state.With the increasing demand for agricultural water,shortage of water resources has become an important factor restricting China's agricultural production increased.Xinjiang is a major agricultural province,mainly cotton,grain crops and characteristics of horticulture.Akesu area is the Xinjiang cotton production area,water consumption.Firstly,by reading a lot of literatures at home and abroad,on the basis of previous research,combined with their own research,put forward research ideas and feasible.The technical efficiency defined in this study as the irrigation water efficiency of irrigation water,measured in output and other inputs remain unchanged,the minimum irrigation can be realized by the water and the actual water consumption ratio,the minimum irrigation water use refers to water here for the full and effective technology can achieve.This paper first introduces the situation and development of cotton water in Akesu area,and then use the stochastic frontier analysis method,to calculate the area of Akesu cotton irrigation water efficiency.The calculation results show that the water use efficiency of cotton production in Akesu area,the average value is 0.866,far higher than the water use efficiency of cotton production in other areas of Xinjiang,the Akesu area of the cotton water at a certain level,the cotton output is relatively high,but the cotton water use efficiency can still further improved,saving water costs,thereby reducing the cost of cotton,cotton to promote income then find out the factors influencing the water use efficiency of cotton production in Akesu area,a significant test of 10 independent variables introduced by the Tobit model,and according tothe test of significance,effect of different reasons for production to water efficiency.The results showed that the 5 explanatory variables of cotton irrigation area,cotton income,education years,planting years and water tension had significant influence on cotton production water use efficiency;The number of cotton workers,the total household income,the age of the farmers,the cost of water,and the impact of training on the efficiency of cotton production are not significant,Therefore,the cotton production links should be saved as much as possible,and the output maximization can be obtained under the constant cost condition.Promote the strengthening of water management of irrigation period,improve water efficiency per unit area,increase the income of cotton,to improve the region's level of education,encourage farmers to continue to grow and strengthen the exchange of experience among growers,Strengthen water conservancy construction,from the ideological,institutional,management aspects of multi pronged approach to alleviate cotton production water shortage and other measures to improve the efficiency of cotton production water.
