2020,stressing the need to keep the quantity stable,improve the quality,transform the mode of development,protect the ecology,and persistently promote high-quality fishery development.Fishery production elements,the elements of science and technology has important status,At present,China’s increasing fishery science and technology input,hope that through scientific and technological innovation,promote the fishery industry upgrading,fishery science and technology achievements constantly updated.Only when the input of fishery scientific and technological factors is synchronized with that of other production factors,can it produce synergistic effect and truly promote the high-quality development of fishery.What factors have a significant impact on the technical efficiency of fisheries?How should the fishery industry respond when it is unable to adjust the input of factors immediately in case of an emergency such as an epidemic?These questions are worth thinking about.This article through to the period 2012-2019 Chinese fishery total factor productivity measurement,analysis of fishery inputs as the change of elasticity,computational efficiency and fishery fishery technology scale reward rate of change,to discuss the manifestation Chinese fisheries technical efficiency,analysis of whether the fishery inputs,especially whether the fishery technology inputs,The changing trend of fishery scale return and income.Tobit model is used to find out the factors affecting efficiency,and through in-depth discussion of the above problems,rational allocation of fishery production factors can reduce the loss of technical efficiency,and provide theoretical support for the high-quality development of Chinese fishery.The results show that:(1)Chinese fishery practitioners,fisheries aquaculture area,motor boats power level,fry inputs as elastic presents the increasing trend,but in addition to the fish,fishery workers,fisheries aquaculture area,motor boats power level factor contribution share is negative,element structure configuration is not reasonable,The input of factors such as fishery personnel,aquaculture area and fishing boat power is excessive.China’s fishery has a relatively low return to scale and has not yet gained returns to scale.The fishery foundation is weak,production efficiency is low,and scientific and technological factors are insufficient,which has a great negative impact on fishery economy.(2)The technical efficiency of Fishery in China is lower than that of other industries in the agricultural field.The technical efficiency loss of fishery in China is large,and the technical level of production and management is low.However,the technical efficiency of fishery is increasing,and the technical efficiency of coastal areas is higher than that of inland areas.The low technical efficiency of fishery is correlated with the synergy of factor input.The unreasonable allocation of factor structure is the main reason for the low technical efficiency,and the synergy of factor input can promote the improvement of production efficiency.(3)In terms of the influencing factors of fishery technical efficiency,the ratio of fishery scientific research investment,per capita net income of fishermen and tertiary industry has a significant positive impact on fishery technical efficiency in China and inland areas;The ratio of per capita fishing net income to tertiary industry in coastal areas has a significant positive impact on technical efficiency,while the scale of fishery production has a significant negative impact.Based on the above conclusions,countermeasures and suggestions are put forward in this paper:(1)The structure of fishery factors in China should be rationally allocated,and the input of factors such as fishery practitioners,fishery breeding area and power level of motor fishing vessels should be optimized according to the characteristics of resource endowment,so as to promote the synergy of input of factors,so as to promote the improvement of fishery technical efficiency.(2)China’s coastal and inland regions have different degrees of economic development,and differ in resources,environment and social conditions.Therefore,there are also differences in technical efficiency between the coastal and inland regions.Targeted measures should be taken for the coastal and inland regions.For inland areas,according to their own factor endowment characteristics,rational allocation of fishery factor input,promote factor input coordination;For the coastal areas,it is necessary to properly control the scale of production,realize the "intensive breeding" of fishery,improve the utilization rate of per capita aquaculture area,promote the reduction and increase of income,improve the quality and efficiency of fishery in the coastal areas,and realize the rapid development of fishery economy.(3)Continuously at the same time pay attention to the influence factors of technical efficiency of fisheries:to enhance investment in on fishery science and technology,supply and demand docking,to further strengthen the fishery science and technology innovation and improve the level of fishery technology,advanced technology,such as introducing fishery to establish the government,enterprises,scientific research institutions,scientific research institutions of fisheries and fishermen as the main body of fishery science and technology system.Through long-term and stable cooperation with colleges and universities,scientific research institutes,research and development of new aquatic technology,promote the transformation of science and technology,increase the intensity of fishery technology popularization,improve the system of technology popularization,in order to promote the popularization and application of fishery technology in China.Attach importance to the improvement of fishermen’s per capita net fishing income,improve fishermen’s production subsidy policy,appropriately increase fishermen’s subsidies for switching from industry to industry,strengthen the popularization and training of fishermen’s skills and new technologies,and promote the continuous improvement of fishermen’s quality,so as to increase fishermen’s income.Continuously improve the proportion of fishery tertiary industry,optimize fishery
