| In recent years,the problem of agricultural environmental pollution has become a hot topic,which has been widely concerned by the government and farmers.It is also a key issue in academic research and policy-making.As one belt,one road initiative is being implemented,China’s agricultural economy is moving into the fast track with high quality and high yield.However,extensive planting mode has not changed fundamentally.The input of fertilizer and pesticide and other means of production is still high.The problem of agricultural environmental pollution has become more serious,which has seriously hindered the implementation of the strategy of agricultural sustainable development.In 2020,the No.1 document of the CPC Central Committee proposed "to carry out the reduction action of pesticide and chemical fertilizer,strengthen the control of agricultural film pollution,promote the comprehensive utilization of straw,and start the implementation of the northeast black land conservation tillage action plan." Therefore,it is very important for rural development and agricultural modernization to improve the problem of agricultural environmental pollution and improve the efficiency of agricultural production environment.In this paper,363 corn growers in Jilin Province were selected as the research samples.Based on the perspective of gray water footprint of corn planting,the basic situation of farmers and the production and management of corn were analyzed.Then,the water environmental efficiency and its influencing factors of corn planting were empirically analyzed by using stochastic frontier cost function model and "one-step" method.The results show that: firstly,the minimum ash water volume of the sample corn growers is 0.5 m3 / mu,the maximum ash water volume is 4.388 m3 / mu,and the average ash water footprint is 2.117 m3 / mu.The maximum value of water environmental efficiency of corn planting is 0.961,the minimum value is 0.638,and the average efficiency value is 0.842,which indicates that the water environmental efficiency of corn planting in Jilin Province is at a low level;secondly,the input of chemical fertilizer,labor and machinery have a significant impact on the water environmental efficiency of corn planting.In particular,the higher the amount of chemical fertilizer,the lower the water environmental efficiency,which reflects that chemical fertilizer is an important source of agricultural non-point source pollution;thirdly,the basic characteristics of household head,production and management characteristics,conservation tillage and chemical fertilizer cognition have significant impact on water environment efficiency of corn planting.In particular,conservation tillage has a very significant positive impact on the improvement of water environmental efficiency of corn planting.Farmers should actively respond to the call of the government departments and take appropriate green farming methods such as straw returning,soil testing and formula fertilization to further improve the agricultural environmental pollution.In the same way,farmers’ cognition of chemical fertilizer will also have a positive impact on water environmental efficiency of corn planting,and correct environmental protection concept is conducive to improving water environmental efficiency.Based on the above conclusions,in order to improve the agricultural production environment and improve the water environmental efficiency of corn planting in Jilin Province,the following policy suggestions are put forward: first,the government departments should actively carry out training to guide farmers to apply fertilizer scientifically.On the other hand,we should enrich agricultural information access channels and update farmers’ knowledge and technology reserves.At the same time,practical implementation of conservation tillage technology,improve the popularization rate of conservation tillage.Second,farmers themselves should actively participate in learning and training to improve their labor quality.In addition,we should establish the concept of environmental protection,consciously cultivate a healthy and civilized way of production and life,and actively adopt the conservation tillage promoted by the agricultural sector.We should also actively obtain agricultural information,improve our cultural level,broaden our horizons,and rely on the updated production technology to reduce the degree of agricultural environmental pollution. |
