The thesis based on the Yangtian small watershed in linxiang city of hunan province,draw lessons from the existing technical specification and the scientific research achievements of the ecologic and clean-type small watersheds construction,and carried on the investigation and analysis to the soil and water loss and prevention and control present situation,the current situation of the non-point source pollution,the current situation of the pond,the present situation of the ditch(river),the current situation of the living environment,the current situation of land use and the social economy.After analysis,found that in accordance with the traditional ecologic and clean-type small watersheds "three defense areas" partition control way of this basin on soil and water loss control has some limitation,in actual use partition is not comprehensive,because the reality is complex and not simple.Therefore,according to the existing ecologic and clean-type small watersheds governance theoretical basis and technical measures,combined with research progress at home and abroad and engineering example,According to the actual situation of Yangtian watershed,the traditional ecologic and clean-type small watersheds construction technology system is optimized,basis on ecologic and clean-type small watersheds governance theory of "three defense areas" partition and put forward the " ecologic and clean-type small watersheds stereoscopic control system",the concept of hierarchical control,in the whole watershed as an object,divided into the repair layer,control layer and protective layer.After analysis processing the whole small watershed comprehensive,divide the types of governance area needs to each layer.To achieve the objectives of control soil and water loss,improve the ecological environment,based on the ecological benefit,social benefit and economic benefit of comprehensive consideration,determine the overall layout and configuration,control measures and build ecologic and clean-type small watersheds comprehensive control of stereoscopic overall plan layout,put forward with strong pertinence of Yangtian ecologic and clean-type small watersheds of hierarchical governance construction tasks and goals.Through the comprehensive analysis of the basic data and field survey results,formulate the measures for each layer of Yangtian small watershed.Repair layer: banded and replanting;Control layer: soil and water conservation forest,planting economic fruit trees,small scaled water conservancy projects,nonpoint source pollution control,human settlement comprehensive control;Protective layer: ditch(river)?the lake and reservoir control engineering measures,etc.But also for the construction of ecological clean watershed management content,to carry out monitoring measures,put forward feasible monitoring program,the long-term analysis of the effectiveness of control.To explore a much more consistent with the watershed with the natural laws,scientific,practical,feasible and effective ecological watershed comprehensive management program and comprehensive management of the basin put forward a more reasonable and scientific ideas.At the same time,it summarizes the experience of comprehensive management of small watershed and provides theoretical basis and reference for the construction of small watershed to other small watersheds in the future.
