Water saving is the eternal theme of water conservancy construction in Xinjiang, how to develop agriculture high efficienty water saving is the inevitable choice of speeding up the new industrialization, modernization of agriculture and animal husbandry, new urbanization process. With the economic and social development, development and utilization of water resources has reached the limit in Xinjiang, the water crisis has become the primary issue resricting sustainable development. Agricultural high-efficienty water-saving development is the lifeblood of sustainable development of economics, and society and further more sustainable utilization of agricultural high efficient water-saving irrigation technology is the key to develop agricultural high efficienty water saving in Xinjiang. In recent years, although agricultural high-efficiency water saving has got remarkable achievement, we still have some problems:operation management mode of agricultural water-saving irrigation system is not perfect, management funds is insufficient, agricultural water-saving service system is not perfect, incentive mechanisms of compensation for agricultural water-saving are not established, agricultural operation modes need to be transformed. These problems have been increasingly serious and lead to inefficiency sue ratio of agricultural high-efficient water-saving irrigation. Therefore, study on sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang is not only theoretical significance but also helpful to provide reference in practice for building mechanism of sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang and promoting the process of modernization of Water Conservancy and accelerating“New Silk Road” economic core area construction in Xinjiang.At present,there were a lot of research on promotion of agricultural water-saving technology and some achievements had been obtained. However researches pay more attention to micro but macro, structure but management especially the researches on operation management system of agricultural high-efficient water-saving irrigation technology are still rare. In view of this, this paper did the research based on farmer’s behavior theory and the theory of institutional change and combined with domestic and foreign research results.Firstly, this article analyzed utilize situation of agricultural high-efficiency water-saving irrigation technology in Xinjiang; then selected important factors effecting sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang by using Binary Logistic regression model and identified key common issues by analysis different influence factors of different regions through field research; After that, summed up boundary conditions for sustainable utilization of agricultural high-efficiency water-saving irrigation technology by referring to successful experiences from foreign and Xinjiang itself;Lastly, preliminary established mechanism of sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang. Based on the above study, this paper proposed some suggestions on sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang. Full-text content is divided into six parts as follow.Part one is the introduction and research review, including the 1th and 2nd chapters. Thispart mainly defined the background and significance of the research, the objectives and contents, methods and theories and possible innovations. Because this article belongs to the application measures research, the paper’s review is not only about relevant theories but also relating to the practice of sustainable utilization of agricultural high-efficiency water-saving irrigation technology at home and abroad. From the perspective of literature research, the study of dynamic tracking is less for many years, and the systematic reseach has not been formed. From the perspective of research content, Scholars mainly focus on influence factors of farmers ’ water saving behaviors, while operation and management aspects of agriculture high efficient water-saving irrigation techniques are rarely mentioned. As for research methods, the mainly method is model investigation which to some extent has certain limitation.Part two is the analysis on present situation of the construction and utilization of agricultural high-efficiency water-saving in Xinjiang including as the 3rd chapter. This part introduced the development of agricultural high-efficiency water-saving in Xinjiang from three stages of the preliminary exploration, rapid development and upgrading transformation;analysis on present construction in Xinjiang from agricultural high-efficiency water-saving irrigation technology type, promotion area and regional distribution, marketing model and investment; analysis on utilization of high-efficiency water-saving irrigation technology in Xinjiang through field investigation and typical counties and cities.Par three is the analysis on influence factors on sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang including as the 4th chapter.This part analysis on relationship between influence factors and agricultural water-saving behavior through constructing factors set of sustainable utilization of agricultural high-efficiency water-saving irrigation technology, on this basis, selecting the important factors influence on sustainable utilization of agricultural high-efficiency water-saving irrigation technology by using the binary Logistic regression model. Also, this part analysis on the differences of influence factors in different regions from four aspects of household characteristics, factor endowment, application management and policy system and fund the key-common problems limit to sustainable utilize agricultural high-efficiency water-saving irrigation technology based on field research from northern, eastern and southern Xinjiang.Part four is the analysis on the conditions of sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang including as the 5th chapter.This part elaborated the specific practices of typical model in the developed countries abroad from seven aspects such as : the diversification of promotion, the promotion of system integration, the promotion team specialization, promotion funds diversification, organization of business subjects, structure rationalization and promotion information facilitation. Then,this part elaborated operation mechanism of four successful modes such as farmer cooperatives, agricultural water-saving service companies, property management, and water users association in Xinjiang from the organizational structure, worker’s responsibilities and management way. By comparing typical models in the developed countries and learn from successful example, this part summarized feasible conditions of sustainable utilization of agricultural high-efficiency water-saving irrigation technology in Xinjiang, such as good diffusion environment, perfect management mode and the positive policy system.Part five is the construction of Xinjiang agricultural high efficiency water saving irrigation technology as the 6th chapter. Based on the feasible conditions of the upper part of thedefinition, the theoretical framework of the long term utilization mechanism of Xinjiang agricultural high efficiency water saving irrigation technology was put forward. From the content model, operation mechanism, service supply system, the implementation of incentive system, implementation of the security system, performance management system of the six aspects in detail elaborated the specific content of the long effect mechanism of the efficient agricultural water-saving irrigation technology.Part six is the research conclusions and suggestions, including the seventh and the eighth chapters. According to the research results, from the following five aspects : agricultural high-efficiency water-saving management system, mode of production and operation,financial support policy, the operation mode of pilot project construction and operation management performance rewards and punishment system, this paper puts forward the policy recommendations to promote the long-term utilization mechanism of the agricultural high-efficiency water-saving irrigation technology in Xinjiang.
