Study On Grade Standard And Evaluation Method Of Public Welfare Forest In Collective Forest Area

Scientific evaluation of the quality of public welfare forests is an important part of improving the management level of forest resources.In order to better play the role of public welfare forest,according to the level of forest ecological benefits to determine the compensation standards.Starting from the connotation of public welfare forest quality,we select comprehensive and reasonable evaluation index and formulate multi-index and quantitative evaluation standard.Combining the reality with the actual operation and management of non-commercial forests,we can establish a scientific and reasonable index system of quality assessment of public welfare forests quickly and conveniently and form a set of scientifically simple and convenient assessment system so as to better implement the regulation of forests.In this study,the public welfare forest in LianDu district was selected as the research object.Based on the data of two types of forest resources survey in LianDu district of Lishui city in 2008 and 2017 and the Landsat 8 remote sensing image data in 2015.22 specific evaluation indicators were selected from four aspects of forest quality evaluation including forest resource quality,forest landscape quality,forest health quality and site factor quality,as well as management evaluation including management attributes,management effectiveness evaluation and investment efficiency evaluation.Using data standardization method,factor analysis and data envelopment analysis to construct a public welfare forest quality evaluation system based on 151 administrative villages.Divided into high,high,low and low 4 categories,so as to make a comprehensive evaluation on the level of public welfare forest in collective forest area and provide a scientific basis for the future operation of classified forest management,classification management and compensation.Evaluation results for different levels of each selected two administrative villages as a case analysis of the object,a total of eight administrative villages,the collective forests of non-commercial forests present situation field survey to verify the accuracy of the evaluation system.This paper carries out the dynamic evaluation and evaluation of the quality of public welfare forest in the administrative villages,and comprehensively and quantitatively understand the current situation and dynamic changes of the quality of public welfare forests,and Build the system,a simple evaluation system,for the results of classification.
