Study On The Performance Evaluation Of Public Welfare Forest Policy Insurance In Shanxi

Forestry is highly risky and heavily influenced by the natural environment,weather and human factors.Extreme weather and natural disasters can cause serious economic losses in this industry.Forest insurance is an important instrument to protect forest resources and forestry,and hence protect the environment ecology,water conservation and biodiversity.Shanxi welfarepublic forest insurance began in 2013.This paper is trying to solve the problem:how to systematically evaluate the performance of the provincial forest insurance.In this paper,we use literature analysis,comparative analysis and qualitative analysis.With access to a large number of relevant forest insurance cases and performance evaluation systems,we compare the status of foreign forest insurance and domestic cases in different provinces and cities to figure out the progress and difficulties.Through the field research of Shanxi Province forest insurance,this paper analyzes the economic benefits,social benefits and ecological benefits from three different interested players:the farmer,the government and the insurance company,using 7 secondary and 42 third-level indicators to establish a performance evaluation system for Shanxi forest insurance in a quantative way.The weight of each indicator is obtained either from computation of statistics,or from expert scoring systems.With the indicator system,the main problems are summarized and the optimization measures are put forward.This study is of great significance to evaluate the safety of public welfare forest insurance in Shanxi Province and is aimed to promote the insurance of public welfare forest in Shanxi Province.At the same time,it is hoped that the research of this paper can provide some reference for other provinces where the forest insurance projects are not carried out yet.
