Research On Strategies Of Small-scale Water Conservancy Management In Rural Areas Of Benxi City

Water conservancy construction is a top priority in agricultural development.Since the founding of China,all previous governments of Benxi City put a lot of energy on the development of water conservancy.However,with the accelerating pace of Chinese economic,there have been a series of outstanding issues such as the rapid change of government management philosophy,management methods,management content and so forth.Management system in practice has exposed many problems,affecting the positive construction of ecological civilization mountain city.For long-time development,new management system for work direction needs establishing,water management system needs improving,and water environment needs control and protection.It will have a good influence on the construction of Benxi,which will be a livable,comfortable and magnificent city with beautiful rivers and mountains.The rural water conservancy management is fundamental to water management,therefore thorough analysis and exploration on current small-scale water management status of rural Benxi and the proposal of effective strategies and measures play a very critical role.Based on the public goods theory,the market failure theory and the PPP theory,along with the development of water management system of Benxi City,this paper conducts a fieldwork investigation and detailed analysis on the current situation of rural small-scale water conservancy project management within Benxi.It specifically organizes and analyses some classic cases such as the water supply project of the ancient town,and drinking water of small Huangbaiyu of Hedong Village.It draws a conclusion that there are some problems in rural small-scale water management,such as lack of financial capital investment,the imperfection of government system,being too focused on construction and less focused on management,unclear responsibilities,low participation of grassroots authorities,lack of effective communication and other issues.This paper also explores the reasons for the above problems.It suggests to establish effective management mechanism and to increase the financial capital investment.It also suggests the government to be responsible for the construction,enterprises which won by public bidding to be responsible for the operation and maintenance of the project.Public bidding is a way to ensure the strength of enterprises.Daily management of enterprises should be gradually carried out.Investment,management,responsible and beneficiaries should be fully implemented.Try to establish a private water association,which is voluntary,and increase the participation of grassroots organizations,so that more grassroots units participate in management,promote the information communication of the town,and share effective resources and some other measures to promote the development of water management.Through the discussion of the rural water management system in Benxi City,this paper provides some practical suggestions.It is necessary to ensure the smooth development of water conservancy projects and bring its value into full play.It is more conducive to the change of administrative functions,new rural construction of Benxi,and the development of ecological civilized city.
