Development Pattern Of Rural Water Conservancy In The Construction Of New Countryside In Yangtze Delta

The rural water conservation is regarded as the lifeline of agriculture, it plays an important role in the Construction of New Socialist Countryside. It is an important support of the improvement and sustainable development of comprehensive agricultural productivity. And it is also a guarantee of the livelihood and wealthy life of the peasants, as well as an important foundation of the healthy eco-environment of countryside. However, a rapid rural development of economy in the Yangtze Delta Area have brought out a series of problems such as the problems of dispersed village layout, the disorder inflation of farmer housing, the scattered distribution of village industry, the difficulty of prohibiting the dispute of ground between human and water. Even then the massive industrial waste water and sanitary sewage have been drained into the water body without any treatment, it resulted into deteriorating of the village water quality and the ecological environment pollution. Preventing the flood control and drainage, solely served for the agricultural production, had been attached great attention in traditional rural water conservation pattern while neglecting its function of water environment, water eco-environment, water culture and serving for the farmer's life. The negative influence insulted from the traditional pattern becomes obviously day by day. Therefore, the exploration of a new pattern of rural water conservation which meets the need of rural development, agricultural production and farmer's live is significant and applicable. It provides the reference for the development of rural water conservation of the Yangtze Delta Area.From the six aspects of "water security, water supply, water environment, water ecology and water management", this article explored the countryside water conservation development pattern which has the local serviceability and maneuverability with the concepts of "city and countryside overall development planning", "humanism", "sustainable development".This article elaborated the connotation, characteristic, status and function of rural water conservation in the new time under the background of national advancement of new socialism rural construction. In view of the requirement of new rural construction of the countryside water conservation in the Yangtze Delta Area, this article explored the countryside water conservation development pattern including the village district layout, the rural river system renovation, the establishment of supply and drainage system, the construction and protection of water ecosystem, the establishment of rural water culture and water landscape, the rural water management as well as the analysis and research of countryside water conservation development index system. Then the explored pattern was put into practice in the countryside water conservation planning of Santai village of Xinqiao town which located in Jingjiang city, Jiangsu Province.
