| Objectives: To understand the situation of human resource configuration in the provincial-level,city-level and county-level of disease prevention and control institutions in Xinjiang province,,to analyze the current situation and countermeasures of the three levels of human resources in 2011-2015,to provide the decision-making basis for allocating and improving human resources rationally and scientifically.Methods: Induce and analyze the human resource allocation of disease prevention and control institutions at home and abroad by the literature research method;Collect the information of human resources at three levels from the Chinese basic information system of disease prevention and control,analyze the personnel quantity,composition and population,area,economic factors by the statistical description method,analyze the differences between the line by chi-square test;Referring to "Xinjiang disease prevention and control center of human resources status questionnaire" to carry out the survey.Results:(1)The total amount of existing human resources in Xinjiang is 4974,which is 6.31% lower than that in 2011,and the trend is decreasing in the past five years.The staffing level of provincial-level,city-level and county-level,have shown a downward trend,but the number of existing human resources has been controlled in the staffing level.(2)The proportion of department set is almost no change in 5 years,the proportion of business department at provincial-level(53.41%)is significantly lower than that of city-level and county-level(83.43%,83.04%)in 2015,the provincial-level is not reach the national requirement that business department proportion shall not be less than 70%.(3)The proportion of professional and technical personnel is almost no change in 5 years,the proportion of professional and technical personnel at provincial-level(70.22%)is lower than that of city-level and county-level(80.55%,77.47%)in 2015,the three levels are lower than the national standard(85%).(4)The age structure have a little change in 5 years,the proportion of 45 years old and older at provincial-level(45.32%)is higher than that of city-level and county-level(42.62%,36.47%)in 2015.The average age at provincial-level,city-level and county-level is 43,43,42,higher than the national average of 1 year.(5)The work age have a little change in 5 years,the proportion of "10" and "30-" at provincial-level is higher than those of city-level and county-level,but the proportion of "10-" and "20-" are lower than those of city-level and county-level.The average work age at provincial-level,city-level and county-level is 20,20,19,higher than the national average level of 1-2 years.(6)The degree structure gradually improved in five years,the proportion of graduate degree increased from 1.86% in 2011 to 2.79% in 2015,the proportion of bachelor degree increased from 23.87% to 27.38%,and the proportion of college degree and below dropped from 74.28% to 69.82%.Bachelor degree or above accounted for 60% at provincial-level in 2015,the college degree and below ratio at city-level and county-level up to 62.79%,76.56%.(7)The professional title structure has improved over the past five years,the proportion of senior titles has increased from 13.58% in 2011 to 15.81% in 2015,and the proportion of intermediate and junior titles has fluctuated.The proportion of senior titles at provincial-level in 2015(37.98%)is far more than that of city-level(17.34%)and county-level(12.45%),the proportion of junior titles at city-level(47.9%)and county-level(58.70%)is quite large.(8)There were 2.36,2.75,1.83 CDC staffing number per million population and 2.25,2.65,1.79 CDC existing number per million population at provincial-level,city-level and county-level,and the personal distribution of above is imbalance between the regions.The service area of CDC in Xinjiang and every city is 333.2,392.76 square kilometers,and the regional difference is large and uneven.Conclusions:(1)There is a reduction in the total amount of human resources in the three levels of the CDC in Xinjiang,which cannot be adapted to the current economic development situation.(2)Although the staffing level of Xinjiang is sufficient,the distribution is uneven at city-level and county-level.(3)There are many problems in human resources structure,Such as the proportion of professional staff is low,age is older,college degree and below is high,junior staff is higher,etc.(4)CDC staffing number and existing number per million population in Xinjiang is higher than the national standard,but neglected the factors of average service area and economic,geographical factors.(5)It is necessary to improve the configuration of human resources in Xinjiang CDC.First is to strengthen the government management functions,allocation of the number of CDC personnel rationally;The second,to change the traditional concept,improve the level of human resources management;The third,to enhance human quality,improving the talent structure;Last,continue to strengthen the construction of talent team,training a group of high-quality talent for disease prevention and control. |
