ObjectTo evaluate the human resource allocation of the provincial institutions of parasitic diseases and the worker's working condition,to analyze its human resource allocation and the gap between standard and the main factors influencing the worker's working state,and combined with development needs.The idea of improving and strengthening the development of talents is put forward to advance the optimization structure and promote the further development of the enterprise.MethodAccording to the development of China's economy,the whole country is divided into three regions:eastern,central and western regions.Considering the factors such as the management and the number of personnel in different areas,the corresponding provinces were selected as the study subjects;To analysis the gender,age,degree,technical title and worker's working state of the staff which were working on December 31,2015;To compare the differences in gender,age,degree,and technical title in eastern,central and western regions;Analysis of the gap between academic,technical title with recommendation standards and the major factors affecting the state of work;Knowing the gap between current and developmental needs.To know the problems and experience of human resources construction in the provinces by means of expert interview,and find suggestions for meeting the requirements of the future.Using Microsoft Excel 2013 for data entry and SAS 9.3 software to set up an information database.All input data is collected and analyzed by the second proofread.The data comparison is used in general chi-square test and Kruskal-Wallis test,there was significantly difference when a<0.05.The correlation analysis is based on Spearman rank correlation analysis,there was significantly difference when P<0.05.ResultThe study was conducted with 11 institute questionnaires,11 questionnaires,11 effective questionnaires,and 100%recovery and efficiency.There were 536 personal questionnaires,492 returned questionnaires,429 effective questionnaires,91.79 percent recovery and 87.20%efficiency.As of December 31,2015,there are 578 employees working in the provincial institutions of parasitic diseases in eleven areas.The average age is 42.25±0.81 years old.The sex ratio is 1:0.76(male/female).77.51%of the employees had Bachelor degree or in high level.32.70%of the employees had senior technical titles.There is statistical significance in age,educational background,technical titles in different areas,in addition to the gender.In educational background and technical titles,the eastern is better than the western,but in terms of age,the western is better than the eastern and the central areas.According to the results of the working state questionnaires,the sense of belonging is higher;the staff has a basic understanding of responsibility;personal development goal is close to clear;the exertion of competence is low;the staff is lack of motivation;The scores of the satisfaction of income and advancement are 2.38 and 2.3,respectively,out of a possible 5.Working pressure is high;38.46%of the staff has turnover intention.According to the research on human resource development needs,the matching degree of work and responsibility is not good.56.18%of respondents think their department has the phenomenon of un-rational division of labor.80%of the junior staff said that cultivating an intermediate technical staff should take 2 to 5 years.81.82%of the 11 areas have reached the standard in educational background and technical titles and 77.86%of the respondents have reached the number of participating in training for twice one year.ConclusionThe team is young,highly educated and with highly titles.Trending to the good situation,some problem are still exist,such as lack of personnel,unbalanced regional development,lack of talent reserves in the key technology and new disease,lack of career development confidence,low income and promotion mechanism of satisfaction,some employees have a tendency to leave and so on.The organization should optimize the human resource allocation and improve its capacity in disease control and prevention to broaden the methods of talent introduction and control the brain drain problem.Hand in hand to create "Health Silk Road".
