Analysis And Evaluation Of Comprehensive Benefits For The Three Designated Hospitals Of Echinococcosis In Xinjiang

Objective: To evaluate the comprehensive benefits among three designated hospitals of echinococcosis in Xinjiang,and summarize its trends in four dimensions,such as medical service,human resource allocation,economic benefits and social benefits from2014 to 2016.The above factors affecting the comprehensive benefits have been explored in the hospitals in Xinjiang,and provided statistical basis for hospital decision-making and planning.Methods: The overall index system have been determined based on the actual situation and the accessibility of indicators,and selected four representative indicators,which may reflect the comprehensive efficiency and effectiveness for those hospitals and statistical descriptions of classification index.The TOPSIS method was used for analysis the longitudinal comparison of the hospitals in xinjiang from 2014 to 2016.Results:(1)In 2014-2016,the three designated hospitals were compared in four dimensions.In 2016,the evaluation index of hospital A was the highest in four dimensions,and its benefits in highest levels.In 2015,the hospital A,the human resource allocation evaluation index was0.500,the index of economic benefits evaluation was 0.500,which had the lowest levels on these two dimensions.In 2014,the hospital A,the medical business index was 0.370,the social benefits evaluation index was 0.291,which had the lowest levels in these two dimensions.(2)In 2016,the hospital B,the economic benefits evaluation index was 0.597,which had the highest level on this dimension.In 2015,the social benefits evaluation index was 0.681,which had the highest level in this dimension.In 2015,the hospital B,the medical service evaluation index was 0.318 and the economic benefits evaluation index was 0.387,which had the lowest levels in these two dimensions.In 2014,the medical service evaluation index was 0.591 and the human resource allocation evaluation index was 0.892,which had the highest levels in these two dimensions.(3)In 2016,the hospitalC,the medical service evaluation index was 0.622,economic benefits evaluation index was 0.837,the social benefits evaluation index was 0.984,which had the highest levels in these three dimensions.In 2016,the hospital C,the human resource allocation evaluation index was 0.453,which had lowest level in this dimension.In 2015,medical service evaluation index was 0.241,the economic benefits evaluation index was 0.180,the social benefits evaluation index was 0.129,which had the lowest levels in these three dimensions.In 2014,the hospital C,the human resource allocation evaluation index was 0.453,which had the highest level in this dimension.Conclusion:(1)the comprehensive benefits evaluation index system was established in this study,by showing consistent with the current situation of the designated hospitals of echinococcosis in Xinjiang.The determined indexes were basically available,objective,worth promoting and applicatable.(2)The comprehensive benefits for the three hospitals were affected by the factors,such as the in-patimed average days,the potential research,the clinical path and follow-up management.(3)The results of this study were basically consistent with practice.It may objectively reflect the comprehensive benefits levels of the designated hospitals of echinococcosis in Xinjiang.(4)The following suggestions may offer as the regulatory agency for the designated hospital:(1)the hospital managers and the hospital deirectorst should establish a regulatory system for the comprehensive benefits evaluation of designated hospitals of echinococcosis,and effectively supervise the implementation of echinococcosis prevention and control projects.(2)Based on the long-term development of the hospital,the talents and innovative technologies should be introduced to improve the medical quality and adjust the internal decision-making.(3)The patient contred as the focus,and encouraging the staff cayying out the clinical path and well follow-up management,and improve hospital benefits through quality services and innovative technologies.
