The Research On Problems Of Public Culture Service Construction And Countermeasures Of Dongguan River Region

In the 21st century, our country has improved the public cultural construction to the important position of strategic deployment, adhered to taking scientific outlook on development as its guidance, actively developed cultural undertakings, intensified the input for cultural undertakings, and gradually formed the more perfect public cultural services. At present, the public culture service construction of Dongguan River Region has made obvious progress, especially gratifying achievements have been made in policy supporting, infrastructure construction, brand building, activities holding and talents gathering. However, it should not be ignored that the public culture service construction of Dongguan River Region is still at the exploratory stage. Meanwhile, whether if resources have got reasonable configuration, measures that the government takes are scientific and conform to the law of social development or not needs to improve and discuss. On that account, from the perspective of governmental responsibility, this paper carries out the systemic in-depth research on the present situation of the public culture service construction of Dongguan River Region, analyzed the existing problems and their reasons, and puts forward the targeted countermeasures and suggestions so as to further promote its prosperous development.This paper consists of six parts. The first part demonstrates the research background, significance and purpose, summarizes the researches on public cultural services at home and abroad, and illuminates the research contents, methods and thought. The second part expounds the basic theory of public cultural services, including background, definition, characteristics and functions of public cultural services. The third part introduces the development background of public cultural services in Dongguan, and emphatically introduces the current situation of the public culture service construction of Dongguan River Region. The fourth part expounds the problems existing in the construction, and makes the systemic and in-depth analysis of the reasons. The fifth part analyzes the operation mode of the public cultural services in the developed countries and some regions, and summarizes four experiences for reference. The sixth part combines with the actual situation in River Region and experiences summarized from above, and puts forward countermeasures and suggestions in the service socialization, facilities building, products providing and various policy mechanism constructions.Such innovative measures as taking the ten towns and one port in Dongguan River Region as an integrated unit for development and actively exploring the public culturaservices construction are still in the exploratory stage. There is relatively few academic research articles on this project. From the perspective of government, through on-the-spot investigation, literature research and comparative analysis, this paper carries out the systemic in-depth research on the public culture service construction of Dongguan River Region, and tries to find out the regular reasons for the present situation and problems, and then puts forward the targeted solutions in order to provide references for its further construction.
