Local Governments Improve Public Culture Service Counternmeasure Research

According to18th National People’s Congress, government should speed up the reform of cultural system and public culture service system construction to speed up the pace of power of socialist culture. The government should implement cultural function, and complete the construction of public cultural services. The article selects XX city Dongcheng district government as the research sample, according to the problems, has put forward related countermeasures for the local government to improve public cultural services.This article selects XX city Dongcheng district public culture service as research object, comprehensively having used following methods:literature research, questionnaire survey, field interview method and SPSS data analysis, and combined with literature research and practical investigation having carried on the thorough analysis and exploration on how to improve local government public cultural services, Through questionnaire investigation and interviews about the present situation of Dongcheng district public cultural services, the author has found that although the Dongcheng district has increased the investment on public culture service, and has built public cultural service facilities there are still many problems, such as investment ratio of total is still small, relevant laws and regulations of public cultural services still is short of, in addition, opening time is not long enough, and staff is not professional enough, low awareness of public cultural services, active participation is low, as well as staff service attitude is poor.Therefore, in order to solve these problems, local governments need to improve public cultural services. On one hand, they should continue to play the government’s main role, to increase funding for public cultural services, establish and improve the relevant policies; on the other hand, they should encourage social forces, including non-governmental organizations, enterprises, communities and individuals to participate in public cultural services. Local governments need to get public cultural propaganda work to encourage all people to join in, update public cultural facilities to meet the needs of different demands of residents.
