Study On Public Culture Service System Construction Of Local Government

In recent years, with the improvement of people's living level and appreciation standard, people's demand of cultural life are growing and the expectation of public culture service content are more and more. As an important way of improving people's livelihood and meeting people's culture demands, is paid more and more attention by local governments at all levels as well as by the whole society. As the main body of public cultural resources provider, local government faces an important subject, that is how to keep up with the pace of times, fully integrate with prospective public cultural resources, upgrade the level of public culture services, enrich the content of public culture service, as well as enhance the effect of public culture service to build a public culture service system which is adapted to the development of the era and satisfy the masses' spiritual and cultural demands.In this article, I select public cultural service system construction of Wenzhou city Ouhai district as research object. By comprehensively using the following researching methods: literature research, inductive analysis, field interview method and questionnaire survey, as well as considering to some of my ideas from years of working experience at grassroots level of public cultural service system construction, I aim to analyze and investigate how to improve local government public cultural service and build the modern public culture service system.According to the current constructing situation of Ouhai district public cultural service system, by borrowing the advanced experience from abroad along with the guidance of relevant public management knowledge, I try to put forward some corresponding countermeasures for the existing problems faced by public cultural service system during its construction. In this article, I advocate that the local governments should autonomously take initiative to further increase the intensity of public culture service system construction security,improve the network of public cultural facilities, promote the balanced development of the public cultural service, explore the diversified investment and supply mode, promote the development of public cultural services and technology integration and innovate public cultural management system and operational mechanism, etc. In doing so, a modern system of public cultural services to national, provincial, and city standards can be eventually established, thus, making people enjoy a high degree of satisfaction of public cultural services.
