Under the new situation,in order to continuously meet the people's growing needs for a better life,the government has invested a large amount of money and material resources to build public culture.Public cultural services have been continuously developed at the practical level,and accordingly,theoretical discussions are increasing.By combing relevant literature,this paper finds that the satisfaction factor in the literature on public cultural service research is an important concern.The performance evaluation of public cultural service is based on satisfaction evaluation.This has been learned and developed by domestic scholars.The existing research has been more concentrated in this area and the results are more abundant.However,domestic research also has the following shortcomings: First,most scholars have not studied the correlation between public cultural satisfaction and its influencing factors,and have not examined the differences in the factors affecting urban and rural public cultural satisfaction with typical “dualistic” characteristics.Second,most empirical studies on satisfaction assessment of public cultural services are often based on regional survey data rather than on national data.Based on this,the study of the differences in the factors affecting the satisfaction of public cultural services of urban and rural residents in China,and the exploration of targeted policy measures are obviously useful for further improving the supply of public culture and promoting its sustained and rapid development.This paper first briefly describes the new public service theory,public product theory,public satisfaction theory and Maslow's hierarchyof needs,providing a theoretical basis for the following.Then,with the combing of relevant policies as the symbol,the development of China's public cultural services policy is divided into several stages in the practical level,namely,the starting stage,the exploration stage,the force stage and the deepening stage,and each stage is introduced.In this context,in order to accurately grasp the effect of the development of public cultural services in China,this paper based on the CGSS2015 survey data,statistically analyzes the status quo of public cultural service satisfaction in China,and summarizes the satisfaction of urban and rural residents as a whole and different gender,age,education,political appearance,and annual household income.Based on this,this paper empirically analyzes the factors affecting the satisfaction of public cultural services of urban and rural residents in China by constructing the econometric model.The results show that:(1)Under the full sample regression,the frequency of participation in cultural activities,the frequency of Internet access,the frequency of physical exercise,age,annual household income,and the region have a significant impact on the satisfaction of public cultural services of Chinese residents.Gender,education level and political appearance have no significant impact on the satisfaction of public cultural services of Chinese residents;(2)Under the urban-rural group return,the frequency of Internet access,the frequency of participating in physical exercise,and the age have a significant impact on the satisfaction of public cultural services of urban and rural residents;the political appearance does not have a significant impact on the satisfaction of public cultural services of urban and rural residents;(3)Under the urban-rural group return,the frequency of participation in cultural activities has a significant positive impact on the satisfaction of urban residents' public cultural services,but it does not have a significantimpact on the satisfaction of rural residents' public cultural services;the degree of education,annual family income and gender have a significant impact on the satisfaction of rural residents' public cultural services,but they do not have a significant impact on the satisfaction of urban residents' public cultural services.Obviously,the third empirical result constitutes the main difference between the factors affecting the satisfaction of urban and rural public cultural services.Finally,in view of the above main conclusions,this paper puts forward some policy recommendations to improve the supply of public cultural services and the satisfaction of urban and rural public cultural services:(1)Establish a service-oriented government and pay attention to the satisfaction evaluation of residents' public cultural services;(2)Improve network governance and sports public facilities to ensure the time for residents to participate in activities;(3)Improve the quality of farmers and guide farmers to participate in activities;(4)Raise funds through multiple channels and innovate the supply of urban cultural activities.
