Research On The Supply Of Urban Community Public Cultural Services From The Perspective Of Multi-coordination

Based on the complexity and uncertainty of public affairs in modern society and the interdependency of the resources of the various subjects during the transition period,so that the theory of cooperative governance is naturally derived,and it contains the value concept of multi-cooperation,equal negotiation and power regression.The theory of cooperative governance advocates the cooperation and co-governance of multiple subjects,the institutional guarantee of achieving the co-treatment is the distribution of rights and responsibilities and resource sharing among the subjects.With the continuous in-depth practice of the concept of service-oriented government,the government's functions in the cultural field are gradually transformed from "doing" to "managing".The supply of public cultural services is no longer only dependent on the government,and the participation of multiple subjects improves the efficiency and quality of the supply of public cultural services.Community is the front position and "last mile" of public cultural service,the development and maintenance of urban community public cultural services is an important part in the construction of public cultural service system.At present,the academic community generally believes that the effective way of the provision of urban community public cultural services is diversified supply.Good urban community governance requires the coordination of all aspects and the full use of resources of all aspects,so as to form the legal,rational and effective common governance of the multi-element body,and the main bodies involved in this process include the government,the social organization,the resident enterprise and the community residents.With the continuous development of social economy,the government's single supply of cultural services cannot meet the cultural needs of the residents.The government has clearly proposed to give play to the role of social organizations,resident enterprises and community residents in the construction of community service system.Under the influence of this policy background,the construction of public cultural services in urban communities has made some achievements.However,from the specific practice,the effect of multi-subject participation is not very ideal.The existing supply cannot meet the increasingly diversified cultural needs of urban community residents in terms of both quantity and quality.This paper firstly sorts out the relevant literature and materials,summarizes the research status of community public cultural services at home and abroad on the basis of analyzing the research background.Then,the related concepts are sorted out and defined.In order to provide theoretical basis for the research,the new public service theory and the collaborative governance theory are used to explain the theoretical logic of the multi-supply of public cultural services in the urban neighborhood.It is demonstrated that the government should get rid of the antagonistic relations with the market and society,reposition its own functions,take the initiative to reconstruct the good tacit cooperative relations between the government and society and the market,and actively guide the social forces to participate in the supply of urban community public cultural services.Then the paper analyzes the components and tools of multi-component collaborative participation in urban community public cultural services And then,from the practical level,Zhongshan is selected as the research object.Through the questionnaire survey and field visit,the current situation of the supply of urban community public cultural services in Zhongshan is studied,and the achievements are summarized.And then the existing problems and reasons in the supply of urban community public cultural services analyzed by means of factor analysis..Finally,some suggestions are put forward to improve the supply of public cultural services in urban communities,so as to solve the current dilemma of the supply of public cultural services in urban communities in China.
