Based on the theory and practical experience of domestic and foreign stratified teaching and covertly stratified teaching method, this paper makes studying object as students of independent recruitment, which are newly admitted and different from the traditional common students of Yangling Vocational and Technical College in Shaanxi Province. Aimed at the long-term existence of students of independent recruitment in public English teaching problems, it takes learning interest, learning methods, learning effect, development of non-intelligence factors as the research perspective, with the methods of the literature research method, survey method, experimental method, analysis of public implicit stratified English Teaching for a period of ten months of experimental class in Yangling Vocational and Technical College. Through the students' questionnaire,interview and research on the results by analyzing and comparing between the experimental class and the comparison class, the research tries to provide reference to complex students, reform of Public English course in cognitive level, learning ability, psychological quality, family education and other individual differences within the higher vocational independent recruitment classes. The purpose of this paper is to solve the problems of students of independent recruitment in learning English, to help the students make progress, and to help the students find self-confidence in learning English in order to improve their English. This paper believes that students of independent recruitment, as a special group of students, are not only self-abased with their labels of academically poor students when entering the higher vocational colleges, but also belongs to the group of sensitive students, so English teachers should carry out teaching reform on the basis of respecting students. If the stratified English Teaching is individualized, then the covertly stratified English Teaching is to allow students to firstly find dignity before talking about individualized teaching. In a manner of speaking, the covertly stratified English Teaching is both the kind of stratified teaching and a good way to protect students' self-esteem without hurting, because this teaching method respects and affirms students so that the students of independent recruitment can slowly forget the fact of the poor students in the label. With self-confidence given by this teaching method, English learning is bound to achieve good results, which can definitely help to train highly skilled professionals. During the ten-month follow-up study, the characteristics of students of independent recruitment are found and the strategy of teaching is adjusted according to the performance of each student. Finally, it is concluded that the covertly stratified English Teaching is suitable for higher vocational education. This teaching method not only improves the students' interest in learning English, but also helps the poor students to recover their self-confidence. At the same time, the professional accomplishment of the teachers has been greatly promoted, which is benefitted for students of independent recruitment in public English teaching. However, due to some objective factors such as the task-based teaching model and the college's own system, there are some difficulties and problems in carrying out the covertly stratified English Teaching which need to solve as the reform of vocational education and with the development of the covertly stratified English Teaching, thus improving the quality of English teaching in higher vocational education.
