As an important component of basic public service system led by the government,basic public cultural service,which is supposed to be shared by people and satisfies their cultural basic need,is a critical task both for construction of socialistic culture and promotion of deepening the reform of cultural system for building a moderately prosperous society.It is because basic public cultural service should be enjoyed widely and freely by everyone,the government has put emphasis on its improvement of its hardware and software continuously.Compared with that,responses to meeting the need and satisfaction from people is tend to be ignored by the government.Since the 1980 s,public satisfaction index has become a hot issue in the field of public management,public satisfaction has been gradually used by Chinese scholar as a theory and toolinto public service researching about the government work.Based on this,the paper attempts to put the local government's basic public cultural service into the public satisfaction theory,in order to provide theoretical and practical reference for the development and improvement of basic public cultural services in China.This paper is mainly conducted by Public Satisfaction Theory and New Public Service Theory,combining normative analysis with empirical analysisin researching method.Based on literature review,this paper defines the relevant concepts,coming up with a series of indicators to evaluate the satisfaction degree of basic public cultural services,and constructing a model of public satisfaction of basic public cultural services.Taking Xinshao county of Hunan province as an example,data for this research is collected by a questionnaire survey.Followed by scientific logic,SPSS and AMOS are applied to verify the model and analyze the survey data.According to the results of empirical analysis and problems found during the survey,combined with the actual situation,this paper puts forward some countermeasures and suggestions for local governments to improve the quality of basic public cultural services and public satisfaction.
