Han Chang'an City has a significant importance in witnessing the long splendid history and culture of China, and marking the starting point of the continental Silk Road. Being the largest, best preserved and the richest with relics among all capital sites of unified dynasties in existence, the Heritage Site of Han Chang'an City possesses a great value in the study of history. National Special Zone of Large Archaeological Site Protection of Han Chang'an City is the first Special Zone of Large Archaeological Site Protection established in China. It is also a beneficiary attempt China has made to protect large archaeological sites.In this paper, we aim to analyze the Administration System of the Special Zone of Han Chang'an City. Firstly, by applying SWOT Analysis the current state of the Special Zone of Han Chang'an City is decomposed into S (strengths of the Special Zone of Han Chang'an City), W (the weaknesses of the Special Zone of Han Chang' an City), O (opportunity of the Special Zone of Han Chang'an City), and T (threats to the Special Zone of Han Chang'an City). Problems of its Administration System are then discovered by analyzing the status quo of the Special Zone of Han Chang'an City. Next,theories including Strategic Management,Organizational Design, Strategic Human Resource Management, and etc. are applied in targeted analysis on problems existed in the Administrative System of the Special Zone, as well as on the design and improvements in the structure and human resource management of the Special Zone.Limited administrative discretion, limited employees, limited professional quality of staffs,and impediment in administrative process are all existing problems in Administration System.These problems have seriously affected the development of the Special Zone. Nevertheless,these problems all come down to the issue of organizational structure and personnel allocation.In this paper, we apply relevant theories in Management Study and Cultural Heritage Protection to optimize the organizational structure and personnel allocation of the Special Zone, and develop new design in organizational and personnel structures that provides theoretical and experimental support for future development in administrative development of the Special Zone.
