The site of Xanadu, also called Shangdu, is the world’s geographical indications of the nomadic civilization, with the historical and environmental integrity of time and space. The site is the best preserved and largest remains of the Yuan Dynasty and the Mongol Empire Capital site in the world. It is an outstanding model of Prairie Capital sites and Yuan culture representative, which is the most representative of natural and cultural heritage of the nomadic people of the world. The complex ecosystem is composed of rare set of forests, grasslands, rivers, wetlands, and sandy landscape. It is also the Mongolian phonetic standard base in China. It has provided the most important scientific research and archaeological value. Therefore, it was officially inscribed on the World Heritage List during the36th session of the UNESCO World Heritage Committee on June29th,2012.The China National Environmental Protection Ministry has started a national research project called "The Research on Key Technologies of Ecological Change Monitoring and Protection in the Grassland Civilization Geographic Indication Site Protection Circle".The research objectives are to define the ecological protection range of the major grassland ancient culture site and its protection warning levels, to set up the monitoring technology system and the protection plans of the ecological circle accordingly, to promote the regional ecological environment and the biological diversity, and to provide scientific evidence for the surrounding regions.This paper is based on the early research of the project, referenced from the domestic and foreign theories and methods of GIS, Mongolian web page functionality and the secondary development of GIS technology, we carry out researches of GIS-based Environment Protection Monitoring Management System of the Site of Xanadu, with the new public management frontier theories such as the theory of public choice and the theory of public governance as the research perspective. The system will combine the environment protection monitoring management system of the site of Xanadu, the modern information technology GIS and Mongolian web pages functionality to realize a dynamic, digital, visual, human cultural innovation in technologies and management.With the system design as an example, the theory of public choice and public governance as the frontier view, the innovative adjustments and reforms of the environmental monitoring and management have been pointed out, such as the function orientation, management method, organization and structure, operating mechanism, business flow, internal information flow, work methods, technical means, communication and feedbacks and etc. It is to form a complete set of environmental monitoring, management, integration system, as well as to provide technical parameters and references to future scientific, rational and effective site protection and ecological environment protection monitoring of ancient sites.
