| The study of the group of county governors of the Nanjing National Government is an indispensable part of the study of modern Chinese political groups.At present,most of the existing research results focus on the data analysis of the age,education,cadastre and other aspects of county magistrates,and the relevant discussions on the specific administration of county magistrates are relatively lacking.This paper attempts to take the selection system,personnel system,and activities related to county chiefs as the starting point,and strives to show the group of county magistrates from 1927 to 1937 more comprehensively.After the Xinhai Revolution,China’s county officials changed greatly in terms of name and scope of responsibility.It was not until 1927 that the county magistrate system was established in Hubei Province and continued to improve in the following decade,but there were corresponding problems in the operation process of the selection system,assessment system,salary system,and handover system of Hubei county magistrates during this period.From 1927 to 1937 in Hubei Province,the age structure,educational background,and place of origin of the county magistrate group were analyzed,and it can be concluded that the age structure of the county magistrate group was relatively reasonable,most of the county magistrates had received new education,and the cadastral avoidance system of county officials began to be broken.At the same time,the specific administrative tasks undertaken by the group of county magistrates in Hubei Province are numerous and complex,which not only have a negative impact on Hubei’s modernization,but also play a certain role in promoting it,with obvious "two-sidedness".From 1927 to 1937,the change of judicial power at the county level led to the county magistrate also managing the judiciary,and this system tended to return to the traditional judicial model,which to a certain extent undermined the independence of the judiciary and had great drawbacks.The internal party struggle of the Kuomintang also affected the group of county governors of the grassroots government,and there were many contradictions between the CC department,the political science department,and the Fuxing Society of the Nanjing National Government,and this internal struggle not only consumed the strength of its central power,but also had a huge adverse impact on the grassroots political power.In the "suppression of communists" activities,the group of county governors also plays an important role.Chiang Kai-shek’s encirclement and suppression of the Hubei-Yu-Anhui base area was not limited to the military,but also had various demands at the political level,and the group of county governors was also involved,which had some impact on the CCP’s activities in the Hubei-Yu-Anhui base area.The group of county governors in Hubei Province from 1927 to 1937 reflected,on the one hand,that the county official system of the Nanjing National Government had made progress in a certain time and scope,and had obvious characteristics of modernization;On the other hand,the group of county governors also reflected the various shortcomings of the grassroots political power of the Nanjing National Government,such as administrative difficulties,being subjected to many difficulties,and being forced to get involved in party disputes.The county magistrate of Hubei Province is a microcosm of the national group of county magistrates,and through the study of the group of county magistrates in Hubei Province,we can provide us with a new perspective on the grassroots political power of the Nanjing National Government. |
