A Research On Wind Damage Of The Song Dynasty And Strategy Of Government

Wind disaster is one of the meteorological disasters.Its harm was only after flood,drought and locust disaster in ancient China.Wind disaster happened about 298 times in total in Song dynasty,which in addition to the ordinary cyclone,there were still wind haze,wind agitation and other secondary disasters.Wind disaster in the Song dynasty had the following characteristics in the time distribution : the occurrence frequency in the northern Song shows “concave” features,namely.It happened more before and after the middle time;in the southern Song presents “convex” features,that is,in the middle of the southern Song dynasty happened most.The disaster often happened in summer in northern Song while in southern Song it happened mostly in spring and autumn.For lack of historical data in the Song dynasty,we can only get the conclusion that the disaster happened mostly in the capital city,Kaifeng in northern Song and Lin an in southern song on the spatial distribution of the disaster.Apart from the capitals,it happened more often in southeast coastal area in both dynasty.The disaster in Song dynasty can destroy homes,kill people,damage farmland and so on.When storm happened,people would suffer from famine because the farmland was damage so seriously.The destruction to farmland was the biggest damage in Song dynasty.The government of Song has taken a series of measures to face the disaster,such as disaster prediction,disaster relief,field testing,tax cutting and building reconstruction,etc,before,during and after the wind disaster.There were some disadvantages caused by the bureaucratic system,such as the reconstruction of buildings would be delayed ten to dozen of years because of the local fiscal problems.In general,the wind disaster was a serious threat to the crop production and people's lives in Song dynasty.On the one hand,the Song government appeared some problems in the disaster relief,while on the other hand,achieved some results,for example,in reducing the loss of the affected people.
