Study On Improving Public Cultural Service System Of Mingyang Town In Dalian

With the rapid development of economy and the continuous improvement of people's material standard of living,meeting people's spiritual and cultural needs has gradually become an important link to improve people's livelihood and promote the harmonious and orderly development of society.Since the sixth plenary session of the 16 th CPC central committee,the concept of "building a service-oriented government,strengthening social management and public service functions" has been gradually implemented in various practical work of governments at all levels and implemented in the aspect of public culture construction,that is,to fully promote the construction of public cultural service system.At present,the public cultural service system work in construction has made certain achievements,while some practical problems have been found in practice,such as public cultural infrastructure utilization degree is not high,the mismatch between supply and demand of public cultural services,the public safeguard measures of cultural service system is not sound and so on,therefore,this thesis take Mingyang town in Dalian as the breakthrough point,trying to research and learn from theory and advanced experience,to find problem mining causes,and then put forward the improvement scheme and countermeasures.This paper is mainly divided into the following four steps in the study of the improvement of the public cultural service system of Mingyang town.Firstly,the background and significance of the subject are discussed,and related literature is reviewed.The second step,based on the existing and actual data,is to study the construction and operation of public cultural service system of Mingyang town,and expound some achievements of the construction and operation of public cultural service system of Mingyang town.The third step is to further analyze the problems in the construction of the public cultural service system of Mingyang town,such as low participation in activities,low utilization rate of some infrastructure and the causes of the problems.Finally,the experience of advanced countries and regions at home and abroad public cultural construction for reference,in combination with the practical situation of Mingyang town,designing improvement project of the system of public cultural services,and putting forward public cultural service system countermeasures and suggestions for improvement.
