Building a service-oriented government is the basic goal of administrative reform,and the intangible cultural heritage as a special public goods,on behalf of the national cultural soft power,can meet the needs of the citizen's multicultural.Intangible folk cultural heritage in occupies an important place in the non-material cultural heritage,folk literature,folk music,folk dance,folk art and other folk class accounts for over 11% of the total national nonmaterial cultural heritage.At present,due to the impact of foreign culture,citizen's cultural demand and cultural concepts are changed,the traditional folk culture gradually deviate from the citizen's modern life,citizens as an important subject of folk cultural heritage,has the experience of most truly to the folk activities,in order to realize the intangible folk cultural heritage inheritance and protect living state,citizen participation.This thesis is composed by five parts.Introduction.This part introduces the background and the meaning of the chosen topic,and gives a comprehensive description towards correspondent research projects,and domestic and foreign literature.Based on this,the critical conception will be specified,as will as the main idea of thesis,adopted methods,and the key and difficult points.Part One: This part is the fundamental part of this thesis,and introduces the general conception that mentioned.The folk non-material culture heritage is a general term referring to the non-material cultural heritages,apart from folk relics,which belong to the scope of folklore.This includes: folk festival celebration,folk music,Chinese Miaohui,etc.The feature of it includes: nationality,living state,inheritance,and rheologic.Based on the description of civilian participation theory,it points out the coupling between civilian participated public administration and folk non-material cultural heritage.Part Two: The public participation of the folk protection case on The Maguai Festival of The Zhuang People will be analyzed.Specifically,there are several problems showing on the public participation of this event,which includes: Firstly,the participation of this event is falling,and the nature of this folk art has changed.Secondly,inheritance people faults.Thirdly,the public promotion of this event is quite limited.Fourthly,the participation approaches do not running smoothly.The reason of such problem includes.Firstly,the shock of modern culture and economic impact.Secondly,the lack of the heritage capital.Thirdly,the insufficient event celebration site and the construction of relevant infrastructure.Fourthly,the small-sized public community and the lack of professional event planners.Fifthly,the unsound public supervision and feedback mechanism.Part Three: The foreign experience introduction and the analytic assessment of the public participation in non-material cultural heritage protection in Japan,R.O.Korea,and France,etc.Based on the summary of experience on foreign public participation of non-material cultural protection,we may using their experience as reference,and drawing lessons in our cause.Japanese people valuing the participation of civil communities in protecting non-material cultural heritage.R.O.Koreans attaching importance on the integration of non-material cultural protection into peoples' daily lives.French giving much financial support to the civil organizations in participating in the non-material cultural heritage.Part Four: Putting forward policies that can accelerate the public participation on nonmaterial cultural heritage protection.Specifically,Firstly,enhancing the capital investment on promoting civil participation of non-material cultural protection.Secondly,improving the public participation and their cultural recognition over this event.Thirdly,enhancing the legal system development of public participation of non-material cultural protection.Fourthly,enhancing the support and care for the folk heritage people.Fifthly,developing the social organization for this event.
