The Research On Administrative Responsibilities And Ethic Development Of Civil Servants Under Social Governance

From the reform and opening up to the contemporary society,our country has been in the innovation of social management,social governance and the results have been changing.Especially of the party held in the third Plenary Session of the 18 th CPC Central Committee,first proposed the term of social governance,social governance instead of social management,this change adapt to the new features of the development of our country,and meet the expectations of the people.Study on the ethics construction of civil servants’ administrative responsibility under the social governance,is not only the necessary requirement of building a harmonious government,help to reshape the image of the government,but also help to ensure the reasonable formulation and effective implementation of public policy,and promote the realization of the personal value of the civil service.The governance structure composed by multi-subjects under social governance,and the civil servants are not only managers,but also the service providers.The civil servants need to protect the power of multiple subjects involved in social governance,building a new partnership between the government,the market and citizen individual.Firstly,this paper expounds the basic concepts and related theoretical issues of social management and administrative responsibility ethics.Secondly,this paper expounds the contents of the construction of civil servants’ administrative responsibility ethics under the social governance.The government has the ethical attributes of the people,the public,the coordination and the responsibility under social governance.The ethical property of the government requires the construction of the administrative responsibility ethics of the public servants to safeguard public interests,promote fairness and justice and perform the public accountability.Specifically,the civil service administrative responsibility ethics construction includes five aspects,public service,diligent and pragmatic,clean and honest,govern according to law and just and equitable.Thirdly,discusses the administrative responsibility ethics dilemma faced by the civil servants.Civil servants face six kinds of responsibility conflict,the conflict of the management and service,the conflict of "public person" and "social person",the conflict of comply with organizational decisions and public expectation,the conflict of comply with the law and administrative system or higher-level command,the conflict of public interest and private interest,the conflict of governmental interests and many kinds of social subjects.Finally,this paper expounds the ways of civil servants’ administrative responsibility ethics construction under the social governance.We should cultivate the sense of administrative responsibility of civil servants,through change civil servant administrative responsibility ethics idea,cultivating civil servants’ administrative responsibility ethics personality,strengthening the administrative responsibility ethics education and training of civil servants.we should strengthen and perfect the civil service administrative responsibility ethics system construction,through deepen the reform of the administrative management system,establish and improve the administrative oversight and accountability mechanisms,the full implementation of government affairs.
