A Study On The Dilemma And Countermeasures Of The Supply Of Public Cultural Services At The Grassroots Level

Since the reform and opening up,with the development of social economy and the improvement of people’s living standard,the demand for the public cultural service of the grass-roots people is from scratch,from less to more,the quantity and level of cultural needs are greatly improved.At the present stage,the supply mode of public cultural service in our country is obviously unable to adapt to the increase of the total demand and the change of the structure,the contradiction between the supply and demand of public cultural services at the grass-roots level is becoming more and more serious.The construction of grass-roots public cultural service is an important part of the socialist cultural construction of our country,which is of great significance to enrich the spiritual and cultural life of the grassroots people and build a powerful cultural country.How to solve the contradiction between supply and demand of public cultural services has become the focus of government and society.Because of the influence of planned economy,our country has implemented a single government supply mode for a long time,the market of public cultural services is far from being formed,while the western developed countries have basically realized the socialization of public cultural services.In the context of the country’s supply side reform,on the one hand,the government constantly changes the functions of the government,optimize the supply of government,improve the efficiency of supply,on the other hand,we began to encourage social forces to participate in the supply of public cultural services.However,it is necessary to realize clearly that the supply of public cultural services is still in trouble,outstanding performance in the total supply is too small,the supply of quality is not high,the supply and demand structure of the obvious differences and the talent team and infrastructure construction backward.To get out of the plight of the supply of public cultural services,we need to focus on the supply side of the force,the introduction of market mechanisms,the development of public cultural services market,and promote the diversification of the supply of public cultural services and market-oriented,in the transformation of government functions and make full use of the power of the society,seek breakthrough in the total supply,quality and structure.This paper uses the methods of literature research,case study and field investigation,H County of S province was selected as the research sample,on the basis of the relevant investigation and data collection,the author summarizes his own opinion.The order of writing is :identify problems,analyze the causes and propose countermeasures,the first part introduces the research background and the research status at home and abroad,the second part describes the core concepts and basic theories used in this paper,the third part describes the current situation of the supply of public cultural services in H County,and points out its supply dilemma,the fourth part analyzes the causes of the plight of supply,the fifth part puts forward some countermeasures and suggestions to solve the plight of grass-roots public cultural service supply.
