| With the rising international status and the growing influence of China,the "Mandarin Fever" in the world becomes overwhelming rapidly,and countries around the world have urgent demand for Chinese education.In order to solve the problem of shortage of Chinese teachers in the world,the National Chinese Office(Hanban)formally implemented the"China Chinese Volunteer Program for Chinese Teachers" under the approval of the Ministry of Education in 2004.For more than a decade,Chinese teachers volunteer have made great contributions to overseas Chinese education in the program,including telling Chinese stories,enhancing the affinity of Chinese culture,which has enriched the image of China’s great powers and has created a good "Cultural diplomacy" atmosphere.With the increase of the number of Chinese teacher volunteers each year,from the initial dispatch of more than200 people to more than 5,000 people in 2017,this team has achieved remarkable performance,however,there are many problems need to be solved at the same time.To effectively manage this huge volunteer team of Chinese teachers is not only related to the promotion of Chinese in the international arena,to the future development of volunteers,but also to the international image of China.By using the thesis on China National Knowledge Internet as reference,and the information published by the official website of Hanban as the main data source,and on the basis of the management problem reflected in the theory and questionnaire of nonprofit organization volunteer management,this paper points out five specific problems in the management of Chinese teachers’ volunteer by means of documentary method,comparative method and investigation and analysis,and puts forward some suggestions for improvement.The five problems are as follows:the number of volunteers recruited from cooperative institutes in China accounted for an over sized proportion of all volunteers recruted,which is unfair to others;the fast replacement of the volunteers recruited makes the team quite unstable;the question part on the official website is not detailed,while the forum part of the website doesn’t work efficiently;the assessment system within the service period is not sound,which can’t come into full play;return mechanism is imperfect,which is reflected in three areas,the first is that job information section has no targets,lacking employment guidance,the second is the small publicity,and social recognition is low,the third is that after the return identity of volunteer is not clear,lacking institutional protection.For the management of the five major problems,countermeasures and suggestions are as follows:break the limit of the Chinese cooperative institutions to achieve equality;make the recruitment range stable;add common questions onto the forums to build forums and other communication platform;establish a complete assessment system to make if more effective;improve the Chinese teachers volunteer return mechanism,such as providing targeted employment information and intentional employment guidance,expanding the multi-channel Chinese teachers volunteer project publicity,improving social awareness,and helping to create a clear identity for the returned volunteers and providing a preferential policy,etc. |
