An Empirical Research On The Operating Efficiency Of Comprehensive Cultural Station Of Township In China

In recent years,in order to play a better role of the comprehensive cultural station of township(referred to as "cultural station" or "cultural station of township")in the grass-roots cultural construction,governments at all levels have continued to increase financial investment and improve infrastructure facilities so that the capacity for public cultural service supply of cultural station has been gradually improved.On the other hand,the factors restricting the development of the comprehensive cultural station of township still exist.The low operating efficiency has become one of the factors that restrict the development of the comprehensive cultural stations of township.It is a great significance to establish the efficiency evaluation mechanism of township cultural station for improving the capacity of rural cultural service supply.It is very important for the promotion of the sustainable development of cultural stations by clarifying the current situation of the comprehensive cultural stations of township and analysing the main factors affecting its operating efficiency.This paper analyzed the operating efficiency of comprehensive cultural stations of township in 29 provinces(autonomous regions and municipalities)from 2006 to 2015 by data envelopment analysis method,so as to provide reference for improving the operating efficiency of cultural stations.On the one hand,this paper chose the CRR model and the BCC model of the DEA method to make a static analysis of the operating efficiency of the comprehensive cultural station of township.It is found that the operating efficiency of cultural station is relatively high and the comprehensive efficiency,pure technical efficiency and scale efficiency are more than 0.8.The construction results of township cultural station are remarkable after the free opening,such as the comprehensive efficiency significantly improved,the number of DEA effective provinces increased,regional imbalance phenomenon improved and so on.On the other hand,based on the DEA-Malmquist index method,this paper makes a dynamic analysis of the total factor productivity of the comprehensive cultural station of township.It is found that the total factor productivity of the cultural station was improved from 2006 to 2015,TFP having an average annual growth of 7.2%,but the rate of improvement was relatively slow.The growth of total factor productivity is due to the contribution of technological progress and technical efficiency.And the former becomes the main driving factor for improving productivity of cultural station.After the free opening,the total factor productivity change of the cultural station shifted from negative growth to positive growth and reached the maximum in 2011.Over the past decade,there are 21 provinces whose productivity of comprehensive cultural stations of township have been improved.The productivity of the eastern,central and western cultural stations is not balanced.Among them,the total factor productivity of the east is the highest per year and the west second.Based on these conclusions,the article tried to put forward some suggestions and countermeasures to improve the operating efficiency of the comprehensive cultural station of township in the last chapter.First of all,starting from the ideological and cognitive level,we should strengthen the cultural production efficiency awareness of township leaders and cultural staff,improve the enthusiasm and initiative of cultural services and change the status quo that the cultural station depended on policy.Secondly,we should pay attention to the role of technological progress in improving the efficiency of cultural station,increase the investment of cultural and technological funds,promote the digital construction,and improve the scientific and technological literacy of personnel,so that we can enhance cultural productivity by using cultural and technological integration.Third,we should achieve the growth of TFP by the growth of technological efficiency.It is necessary to optimize the structure of cultural expenditure to achieve scale efficiency and enhance internal management capacity to promote the growth of pure technical efficiency.Fourth,we should continue to speed up the construction of township cultural stations in the central and western regions,and narrow the regional gap with the eastern region.Fifth,we should consider the specific conditions of the operating efficiency of the cultural stations in each province and formulate cultural policies according to local conditions to break through the bottleneck of regional development.In short,this paper used DEA method to make a research on efficiency evaluation with a view to provide some reference for improving the operating efficiency of cultural stations or formulate relevant cultural policies.
