Analysis Of Efficiency Of The Cultural And Creative Industries In Jiangsu Province

Since the new century,the developmental level of cultural creative industry is increasingly becoming the important symbol of "soft power" in the developed countries.In the process of the global economy,the cultural creative industry is also playing an important role in the transformation of economic growth mode and upgrading of industrial structure in our country.As a big province of economic development,Jiangsu province takes the lead in developing cultural creative industry across the country,and highlight the development goal of cultural creative industry in 12 th Five-Year plan.Culture creative industry,as emerging industry,has gradually become an important part of modern economic development of Jiangsu province.This paper analyzes the current situation of cultural creative industry in Jiangsu province and evaluate the efficiency of the industry from the perspective of studying efficiency,using the theory of industrial economics,technical economics and so on subjects.On the basis of efficiency evaluation results,It also finds out the problems of affecting the efficiency of the industry,and puts forward the reasonable countermeasures and suggestions in order to help Jiangsu province break through the obstacles of the industry development,promote the sustainable development of economy and accelerate industrial structure transformation,so as to realize the prosperity of the whole economy.Selecting Data Envelopment Analysis(DEA)as the empirical research method,this paper regards the analyses of the overall conditions of cultural and creative industries in Jiangsu Province as the research premise.This paper adopts the variable returns to scale model of DEA as a way of comprehensively analyzing efficiency of cultural and creative industries in Jiangsu Province from the static perspective.The results prove that: efficiency of cultural and creative industries in Jiangsu Province is in better than average among all research samples with the overall level of 0.64~1 and the average level of 0.84.The trend of efficiency is steady in general.The pure technical efficiency increases steadily and progressively,and the scale efficiency is high.The returns to scale development of Jiangsu Province was in the decline stage of returns to scale in 2012,while stepping into the constant stage of returns to scale in 2013,the Malmquist index indicates that the integral technical level of Jiangsu province is unstable.Efficiency level of cultural and creative industries in Beijing,Shanghai,and Guangdong are high among all research samples.Cultural and creative industries in Jiangsu Province can learn much experience from their development.Furthermore,such problems as redundant input,insufficient output,and low technical rate exist in the developments of cultural and creative industries in Jiangsu Province.According to the Tobit model,We can see the coefficient of degree of opening to the outside world is 0.122,the p value is 0.026,it have a significant positive impact to cultural and creative industry efficiency.The coefficient of industry specialization ability is 0.181,the p value is 0.000,also have a significant positive impact.The coefficient of cultural needs is-0.081,the p value is 0.076,it has a negative correlation with the efficiency,and has certain influence.The coefficient of technology level is-0.019,the p value is 0.089,has a negative impact to cultural and creative industry efficiency.Due to the particularity of current cultural and creative industry development stage,the regional economic development and government support have not played significant impacts.According to empirical studies,this paper puts forward some suggestions from the aspects of strengthening opening to the outside world,upgrading industry specialization and optimizing industrial resource allocation.
