Evaluation Of Cultural Creativity Industries Efficiency In Shaanxi Province Based On PCA-DEA Method

Cultural creative industries have become the industry cluster concerning multiple areas which is more extensive than the traditional cultural industry coverage,because the industry not only developed with application of new techniques such as computer science and Internent,but also integrated traditional cultural resources without boundaries.In recent years,cultural creative industries has flourished in China and the industries has been an integral part of the economic development.The develops of industries has an immeasurable impact on the inheritance of culture and the cultivation of values,therefore government pay a great attention to it,meanwhile local government formulat policies to spur industries development.Based on the research of cultural creative industries both domestic and overseas,this paper analyzes the development of cultural creative industries in Shaanxi province with PCA-DEA Method.We establishes the input and output indicator system,then extracted principal component with principal component analysis,and substitutes the principal component into data envelopment analysis model,obtains the efficiency of input and output of cultural creative industries in various provinces and cities in China.The result shows that the input and output efficiency of cultural creative industries of Shaanxi province is lower than average national level and the returns to scale is increasing.The reasons for this situation is the irrational industrial structure,along with the shortage of invest capital,human resouce and intellectual property.For these problems,we put forward the following policies and suggestions to improve the efficiency of cultural creative industries in Shaanxi Province.Government should establish specialized cultural creative industries classification standards and development planning;increase investment in cultural creative industries and establish a diversified investment and financing system;train and introduce talents of cultural creative industries and provide business support;strengthen the protection of intellectual property and build the intellectual property service system.
