The anti - Jaanese war was broke out in 1937. Facing violent and powerful Japanese invaders ,The National Government had to use all means can be used and launch all forces that can be launched to win the final victory. Only in this way can they Safeguard national independence and their own rule. Arousing the power of the general public is not only the only choice of the national government, but also the consensus generally accepted by public . The kuomintang (KMT), as well as hubei local military and administrative authorities attached great importance to public mobilization and took a series of measures to promote the hubei people mobilization work, in the different stages of the war .Hubei province people's national sentiment and national consciousness were also stimulated by history and reality. The importance attached by government and the enthusiasm of people became the impetus of hubei public mobilization work.During the Anti-Japanese War, hubei mobilization activities can be divided into peacetime mobilization and wartime mobilization for two aspects .Pace mobilization including donations at, buying bonds, recruiting, comforting, ambulance, propaganda and so on;Wartime mobilization, focusing on the battlefield services and war supporting activities.This paper takes public mobilization activities of hubei province during the anti -Japanese war as the research object. According to interaction between the hubei military government authorities and people from all walks ,happened in the mobilization of people. Researching the historical impact of national policy, mobilization mechanism and the popular enthusiasm on public mobilization activities. Pointing out the national government was willing but unable to mobilize people. The reason for this is that the national government of the state power cannot implement to the grassroots, which prompted a gap between national policy design and implementation.
