The Research On Situation And Promoting Countermeasures Of Local Governments' Cultural Communication Ability

Promoting culture communication ability of local government is an important part of national cultural soft power,it is the intrinsic request to build a well-off society in an all-round way,it is important measures to further improve public cultural services,cultivate and practice the socialist core value system,promoting the modernization of culture management ability and the management system.In the reality,cultural transmission ability of local government face difficult,such as:being short of the supply of local government cultural transmission capacity,integration ability is weak,lacking the ability to inherit,leading ability is not strong,being lack of innovation ability,competition ability is different.From theoretical researches,experts and scholars focus on the public cultural service system construction and management research,from the perspective of human culture and communication,the research of the cultural industry ?the relationship between culture and economy and the cultural dissemination regular book are numerous,but there is a little research focus on promoting culture communication ability of local government.Therefore,based on the important background to improve the national culture soft strength and to build a well-off society in an all-round way,according to the current situation of cultural transmission ability of local government,researching local government culture communication ability has strong practical significance and theoretical value.Both theoretical research and empirical research are study methods of this paper.Through researching on the theories and the policies which are related to local government culture communication,clarifying concepts about the local government culture communication ability and it is the the theoretical basis for the next study.After that,collecting data which can describe the situation of local governments culture communication in recent years through the field interviews and literature analysis.According to these data,describing the status of local governments' cultural communication capacity,identifying their problems and analyzing the reasons.Compare with external models of cultural communication,we can summarize its experience and put forward the goal and countermeasure to enhance the cultural transmission ability of local government in our country.The article has six parts: the first chapter is the introduction.It introduces the research background and research significance of the local government's cultural communication ability,summarizes the research and brief comment on the local government culture communication domestic and overseas,introduces the research ideas and main contents of this paper,and explains the research methods and possible innovations of this paper in the end.The second chapter is the theoretical analysis of local government's cultural communication ability.Defining the concepts related to the local government's cultural communication ability,related to government communication,cultural communication and local government cultural communication.After that,putting forward to the necessity why should to enhance the local government's cultural communication ability.The third chapter is about the present situation,the problem and the reason of the local government culture communication ability.Through the search of literature and field interviews,we can understand the current situation of Chinese local governments' cultural communication capacity,find out questions and reasons that are from the systems,administrative value and the communication audience.The fourth chapter is about the mode and experience of overseas local government culture communication.Analyze the current typical local government cultural communication model of the western developed countries,and think about how to enhance our local government cultural communication ability.The fifth chapter is about how to enhance the local government culture communication ability.According to the previous four chapter,putting forward the countermeasures to enhance the cultural transmission ability of the local government.The sixth chapter is about conclusion and prospect about this research.
