The ultimate goal of learning English is to use it for communication. Therefore, to promote students'communication competence is thought to be the essential task in foreign language teaching. As an important component of communication competence, fostering strategic competence should be one of the goals in foreign language, especially in oral English teaching.However, present communicative strategic competence training focuses on only implicit training, and most communication strategies are embedded in the textbooks as auxiliary exercise. Furthermore, to some extent that the students'awareness on communication strategy is weak, they have no overall concept on it, method on the usage of communication strategy is dull hinders the development of communicative strategic competence.In terms of communication strategy theories, questionnaires and interviews, the author did a research on 120 non-English-major students in Heilongjiang University about their recognition and using frequency on communication strategies, summarized the research results and implications, and finally produced a communication strategy training mode based on oral English teaching, so that the students could master communicative strategic competence and improve their comprehensive communication level.
