Translation quality assessment is vital to the translation theory and practice. But TQA has not been researched as an individual category before 1970.Julian·House,a German translator, firstly proposed her TQA model based on functional and systematic theory and translation typology. The model is knowledgeably regarded,by the field of international translation criticism,as the first TQA model with complete theoretical system based on numerous practical tests.Report on the Work of Government(short for RWG)is a rather significant political document in China. The English version of the RWG is the most authoritative document for the rest of the world to know China's reality.Until now, most of the researches on RWG have focused on translation strategies and methods. No empirical study has been made objectively and systematically on the quality of the translated version. Therefore,on the basis of Julian House‘s assessing model, this paper will make an analysis of the English version of RWG(2015).Therefore,this paper this paper will analyze the English version of the RWG(2015)based on House's model, which aims to explore the empirical researches on House's model. The paper, according to Four steps of House's model, will analyze the quality of English version of RWG(2015)in the fourth part. The first step focuses on the original text.It is related to the following three procedures: At first, analyze the three dimensions of register from three means: lexical means, syntactical means and textual means.Secondly, give an analysis of genre based on the register of the ST.Finally, conclude the textual function of the ST on the basis of both the register and genre, and then the ideational and interpersonal function of the ST could be illustrated. The second step is to compare the registers of the ST and TT from the means of lexical, syntactic and textual as well as genre. Then the assessor can conclude the mismatches and errors of the TT.The third step aims to assess the quality of the translated text. The last step is that the translation can be categorized into two types: overt translation or covert translation. The thesis has made a conclusion that the translated text is highly equivalent with the original text. The function of the translated version has not been influenced by few mismatches or even errors between the two versions. The English version of the RWG(2015)belongs to overt translation.Since the model based on the whole text instead of a single word or sentence,Therefore, the translated version has proved to be a text with high quality. However, the drawbacks such as too repeated parameters exist in the model, but the model still delivers a rather objective assessment standard to the comparison between the ST and the TT.Therefore, this research is expected to enrich the empirical study on the House's model at home.Furthermore,it serves as the modest spur to induce more valuable researches onHouse' model.
