Since the Opium War,a huge wave of translation from English to Chinese has emerged in China,whose influence was not limited to the literature or texts itself.Almost all the translation from English to Chinese during this period was at the expanse of the thorough westernization of Chinese language and culture.After three decades of reform and opening up,China has been recognized as one of the super powers around the world,while Chinese soft power and international publicity ability have remained relatively lacking.Culture constitutes an important part of a nation's soft power,and the capability of cultural translation to international publicity has been regarded as the foundation of international communicative ability.At present,China has focused on translation from domestic culture to international civilization rather than from foreign languages into Chinese.With the intensity of China's Going Out strategy,the demand for international publicity translation must be growing as well.Based on the historical background and current development of translation services in China,this paper discusses international publicity translation strategies with a case study of 2015 Beijing Review under the vision of post-colonial translation theory,in order to offer active intervention on China's development in international community.In the new era,international publicity translation should follow three translation strategies.That is domestication,foreignization and hybridity.This paper combines literature research,illustration,citation and interdisciplinary research methods.This research studies international publicity translation under the horizon of culture and highlights the social and cultural attributes of language,which makes translation research no longer confined to mechanical properties of language level.As a cross-cultural behavior,international publicity translation is actually a coordinator between varied cultures who has a dynamic intervention on culture dissemination and national development.In the era of globalization,a binary opposition between foreignization and domestication should be dissolved,and hybridity should be supplied in order to achieve cultural diversity in unity around the world.In this paper,post-colonial cultural translation is mainly about the translation from a weak culture to a strong culture.The theory discussed in this research is used only in translation analysis.
