Since the 1970 s,our country has entered a period of rapid economic development,corresponding to the public in terms of material to be satisfied at the same time,demand for deeper spiritual culture is gradually released and growth.Culture is the country's "soft power",as the spiritual pillar of a nation,homology of culture tends to strengthen the national identity,to a great extent to enhance national cohesion,to safeguard national cultural security,has a significant role to promote and safeguard national unity.As xi general secretary has said,"China has a firm road confidence,confidence in theory and system,its essence is based on more than 5000 years civilization heritage cultural confidence." "Cultural self-confidence,is a more fundamental,wider and more profound confidence".Based on this,the construction of public cultural demonstration area is showing cultural heritage and to the attention of the national culture in the country.Government concerned in the process of establishing public culture service system,the use of forward-looking consciousness,the first selection as a pilot,parts for construction,and use of advantages of pilot areas of pilot and exploration for the future of public cultural service system for the construction of the demonstration zone provides comprehensive demonstration and practice experience of the construction of the system,it has become in recent years the government culture department,finance department and other government entities at all levels to promote an important work,is also a strategic culture of Huimin engineering.In the process of thesis writing,make full use of the pilot areas of situation analysis and combined with the literature reading,integrating theory with practice,to the existing problems and countermeasures in the construction of demonstration zone were described in the system.In this paper,the government functions as the research object,on the basis of the existing literature,on the basis of the theory of modern government,cultural functions,the teacher and himself for the Jilin province culture demonstration zone construction course as well as the preliminary research results,combined with China's current stage of cultural development history,the culture demonstration area construction of independent thinking and analysis deeply the functions of the government.This article mainly includes five parts: the first part is introduction,mainly on the topic of the selected topic background,the selected topic significance,the research status at home and abroad and the research methods,research ideas are discussed in detail.The second part mainly aims at theoretical concepts including modern government theory,cultural function and the connotation and significance of public cultural service system demonstration area in detail in this paper.The third part mainly is the creation of demonstration area of Jilin province culture including demonstration area of the creating background and Changchun city,the construction of the demonstration zone of Yanji is analyzed,and analyzes the government functions play a positive role in constructing the demonstration zone.Functions of the government in the fourth part is the construction of demonstration area of play to the existing problems and the reasons of these problems has carried on the thorough analysis research.The fifth part is mainly on the basis of the reality,puts forward several specific Suggestions,in order to can be back for the government in the construction of the demonstration zone of positioning,and provides some references and material working function display.In addition,the conclusion part briefly summarizes the main points of this article,problems encountered in the research process,and the vision of the future.
