Research On The Function Of The Government In The Establishment Of The Demonstration Area Of The Public Cultural Service System In Changji Prefecture

Around speeding up the construction of modern public cultural service system,the Party Central Committee has issued a series of policies.In October 2019,the Fourth Plenary Session of the 19 th CPC Central Committee was made clear again in the form of system.The establishment of the national public cultural service system demonstration area is a strategic cultural benefit project and an important measure to accelerate the construction of modern public cultural service system.Changji Hui Autonomous Prefecture was selected as the national public cultural service system demonstration area(the third batch)in March 2019.In this paper,Changji Hui Autonomous Prefecture in the establishment of the national public cultural service system in the demonstration area of government functions as the focus of research.Through the theoretical interpretation of the public cultural service system,government functions,service-oriented government theory and other related concepts,using literature research,case analysis and other research methods.From the measures and achievements of Changji Prefecture Government in the process of establishing the demonstration area,this paper expounds the function of Changji Prefecture Government in the process of establishing the demonstration area.From six aspects of organizational leadership,funding,guidance and supervision,publicity and guidance,personnel security,and system design,this paper summarizes and analyzes the advanced experience of the role of the government in the establishment of Changji public cultural service system demonstration area.This paper analyzes the problems and causes of the innovation of the policy guarantee mechanism,the low efficiency of the government’s public cultural service supply and the imbalance of the government’s public cultural service in the establishment of the national public cultural service system demonstration area.Summarize and analyze the advanced experience of government function in the process of establishing demonstration areas in other regions of China.On the basis of the above,some suggestions are put forward to optimize the function of the government in the establishment of the demonstration area of the public cultural service system.In the process of establishing the demonstration area of the national public cultural service system,the government should strengthen it from the aspects of organizational leadership,financial support and team building,and establish a stable and sustainable guarantee mechanism for the establishment of the demonstration area.In accordance with the requirements of service-oriented government,we should scientifically position the functions of the government,establish and improve relevant systems and mechanisms,actively explore ways and means to integrate public cultural service resources at the grass-roots level,speed up the digitalization of government service provision,and strive to improve the efficiency of government public cultural service.We should promote the balanced development of public cultural services provided by the government,take meeting the basic cultural needs of the people as the basic principle,formulate the basic standards of public cultural services,reasonably plan and construct public cultural facilities,in particular,we should further promote the cultural construction in backward areas,effectively protect the basic cultural rights and interests of the poor,disabled and other relevant special groups,and accelerate the promotion of public cultural services Socialization,through the way that the government purchases public cultural services from social forces,promotes the balanced development of public cultural services provided by the government.In order to provide some reference for other regions in China,especially the Western autonomous regions to establish the national public cultural service system demonstration area.
