Cultural market is an important component of socialist market economy.Nowadays,with the growing progress of science and technology,new things constantly emerge in cultural market.Newly-developing cultural market becomes the focus of the transformation and upgrading of the cultural market.Also it becomes an important part of modern cultural market system.At the same time,its theoretical and practical problems also gradually become the hot issue of attention.With the continuous development of newly-developing cultural market,many problems have been springing up when a variety of cultural products and services are provided.The Third and Forth Plenary Session of Eighteenth Central Committee put forward the new demand to the market and reform.Meanwhile updated laws and regulations propose new request for the management of newly-developing cultural market as well.Under the new situation,it is of great significance to study the management of newly-developing cultural market.Previous scholars have different degree of involved in the study of the newly-developing cultural market,but the author found that they are not systematic and comprehensive enough,also not enough to keep pace with the times.This article mainly adopts the method of literature study,empirical research,and comparative research.The first part introduces the background,the content and the researches at the home and abroad.The second part describes the basic concepts of newly-developing cultural market and management of newly-developing cultural market.Besides,relevant theories are explained in this part.The third and fourth part,taking Zhenhai Ningbo as an example,analyses the development and problems of management of newly-developing cultural market.The fifth part elaborates the excellent management experience at home and abroad for reference.The last part puts forward countermeasures and suggestions in accordance with the related theories.In a word,the article let people understand the concept of newly-developing cultural market and management of newly-developing cultural market.On the premise of argumentation related theory of public management,it analyzes the roles of the government,market and NGOs play in the management of the newly-developing cultural market.The article introduces development and problems of newly-developing cultural market and its management in Zhenhai Ningbo.Finally countermeasures are put forward with the combination of relevant public management theory and practical.
