Study On Government Behavior In The Construction Of Public Cultural Service System In Quanzhou City

With the continuous and steady improvement of China's economic development level,the public cultural services required by people also increase correspondingly.How to take effective actions to build a public cultural service system in line with the level of economic and social development,so as to meet the people's various cultural needs other than material,has become an inevitable and urgent important issue in various regions and departments.Quanzhou,Fujian is largest economy and market economy the most active,one of the most dynamic region,the good economic basis and developed private economy for Quanzhou public cultural undertakings development laid a solid economic and social foundation,strive to create a national level demonstration zones of public cultural service system,the government behavior needs further to find difference,comb accurate positioning,to fully optimized.This article starts with the relevant concepts of the public cultural service system,on the basis of the theory of service-oriented government,for the construction of the government behavior in the system of public cultural services carding positioning,mainly includes the public cultural service policy,the construction of basic cultural facilities,abundant supply of public cultural services form government,to enhance service level,business unit management culture and government regulation and so on five aspects.Then based on Quanzhou public culture service system construction of government behavior in the analysis,found that the current system of public cultural services exist in the government guarantee mechanism is relatively weak,the government of public cultural facilities supply imbalance layout,the government's performance evaluation system of public cultural services is not complete,and the government of public cultural services personnel training does not reach the designated position,and one of the reason is that the government's emphasis on cultural construction insufficient,the cultural system reform is not complete,there is still a gap of fiscal expenditure of public service,government function positioning is not clear,and so on.Therefore,Quanzhou should learn from the advanced experience of Xiamen,Fuzhou and Jiaxing to optimize the government behavior in the construction of public cultural service system from the aspects of perfecting public cultural service policy,increasing financial support,improving the quality of government service,innovating government management and supervision system and optimizing team building.
