A Study On The Local Government 's Public Cultural Service

From China carrying out the reform and open policy, the socialist marketing economy of China gained the high-speed development. Currently, our country is in a transitional phase from general subsistence to comprehensive development-oriented. Our government was entering the transitional period from "a development-oriented government" to "a public service-oriented government". With the construction of the service-oriented government, building a public cultural service system has become a crucial task and the primary target for the reform of the cultural system. The increasing demands for the culture injected new vigor and vitality for the cultural development in China. Meanwhile, it also proposed the new demand for the supplying of the public cultural services in our country. The Public cultural services were usually provided by the local government. The actions of government could not only make a big impact to the quality and quantity of public cultural services, but also affect the public participation and enthusiasm for the public cultural services. To make the public cultural service in high level, the local government must provide the more high quality services. Therefore, how to improve the supply of public cultural level, better maintain and develop the public cultural rights, cultivate social values, promote cultural soft power became an important task faced by the current government entities at all levels.So far, the study of the basic theory for the public cultural service supply system in China was still at the initial phase. The systematic study of the safeguard mechanism of service supply was lacked. To promote the level of government supply of public cultural services, this paper carried out the research around the present situation of grass-roots government public cultural service supply. In chapter one, this paper introduced the background and meaning of the government’s role in the supply of public cultural services firstly. After that, the research direction and focus of this paper was determined in the chapter. Finally, the research mentality and technique of this paper was explained. Through the explanation of the connotation, composition, characteristics and functions of the public cultural services, the domestic and overseas research status about public cultural services was analyzed in Chapter two. Chapter three mainly told about the condition of the public cultural service supply in the city of Luoyang. Through the data consulting and field research in Luoyang city, the existed problems such as the imperfect policies and regulations, the sole main body of supplies, the low supplies efficiency, the insufficient capital investment and unsound policy of the public cultural service supplying by the local government of Luoyang were realized. Employing the SWOT analytical approach, the advantages, disadvantages, external opportunities and threats in the process of the public cultural services in Luoyang city were also analyzed in the chapter. In Chapter four, the general outlines of supply modes of public cultural services of the local government of Shenzhen city and Hangzhou city and the governments of Korea, the United States and Britain were stated. Moreover, the several successful models of the public cultural services in their places were also analyzed to provide the valuable experience for the supply of the public cultural services of the local government in our country. Based on the problems obtained by the field research in Luoyang city and the conclusion through the SWOT analytical approach, the Chapter five, the safeguard mechanism research of the public cultural services supply by the local government, proposed the recommendations for the improvement of the public cultural services supply by the local government from policy, capital, organization, diversified supply and performance evaluation five aspects referenced the advanced experience of the domestic and overseas success modes.
